Provides that if defendant who commits wildlife law offense has previous conviction for violating wildlife laws, upon request of defendant court must consider defendant income before imposing fine for offense.

Directs Department of Transportation to study modification and enforcement of laws regulating identification of long-load trucks on two directional, two-lane highways in this state and report on findings to interim committees of Legislative Assembly related to transportation on or before September 15, 2020. Sunsets January 2, 2021.
Requires manufacturer, distributor or importer of beverage sold in this state to ensure that beverage containers are collected from small dealer no later than 30 days after dealer redeems beverage containers. Requires manufacturer, distributor or importer that fails to collect beverage containers within time period specified to pay small dealer double unpaid refund value for beverage containers not collected as required.
Appropriates moneys from General Fund to Higher Education Coordinating Commission for agricultural experiment station and branch stations, Oregon State University Extension Service and Forest Research Laboratory programs of Oregon State University.
Increases penalty for second conviction of unlawful taking of game mammal within two-year period if offense is committed with culpable mental state. Punishes by maximum of five years' imprisonment, $125,000 fine, or both.
Creates crime of patronizing a trafficked child. Punishes by maximum of 10 years' imprisonment, $250,000 fine, or both, if victim is child under 18 years of age. Directs Oregon Criminal Justice Commission to classify offense as person felony in specified crime category. Excludes certain evidence of past behavior of alleged victim or witness in prosecution for patronizing a trafficked child. Authorizes ex parte order for interception of communications when probable cause for patronizing a trafficked child exists. Adds crime of patronizing a trafficked child to definition of sex crime for purposes of sex offender registration. Adds crime of patronizing a trafficked child to list of crimes constituting racketeering activity. Adds allowing child to patronize a trafficked child to definition of child abuse. Repeals crime of purchasing sex with a minor.
