Modifies definition of "energy facility" for purposes of regulation of energy facilities by Energy Facility Siting Council. Broadens provisions for types of electric power generating plants that may elect to obtain site certificate from council if otherwise not required to obtain site certificate. Allows counties to approve permits for certain small renewable energy facilities. Establishes permit criteria.

Provides that total amount of all property tax benefits granted to brownfield under any law may not reduce property tax liability below zero for any property tax year. Provides that eligible costs of brownfield for purposes of determining property tax incentive benefit under chapter 96, Oregon Laws 2016, shall be reduced by any special assessment, exemption or partial exemption granted to brownfield under any law other than chapter 96, Oregon Laws 2016. ] Requires jurisdiction granting brownfield property tax incentive benefit to specify how jurisdiction intends to apply multiple property tax benefits and to notify county assessor of intended application. Takes effect on 91st day following adjournment sine die.

Requires contractor licensed to conduct illegal drug manufacturing decontamination work to report property that contractor knows or has reasonable grounds to believe was used for illegal drug manufacturing and that has not been evaluated for fitness of use. Prohibits person from performing work to decontaminate property that person knows or has reasonable grounds to believe was used as illegal drug manufacturing site unless person is licensed to perform decontamination work by Oregon Health Authority. Authorizes authority to deny, suspend or revoke decontamination contractor license for failure to comply with reporting and licensing requirements. Authorizes authority to, in addition to denial, suspension or revocation, impose civil penalty not to exceed $500.
Prohibits Department of Consumer and Business Services from imposing late fees under state building code that are more than 10 percent of underlying fees.
