Relating to sales of rental housing; prescribing an effective date.

Exempts from taxation amounts received from sale of real property to housing authority or community development corporation. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2023. Takes effect on 91st day following adjournment sine die.

Relating to a task force on forest health enhancement; declaring an emergency.

Establishes Task Force on Forest Health Enhancement to design program for carrying out ] develop recommendations for certain forest-related activities. Requires task force to make every effort to report recommendations to interim ] committee of Legislative Assembly related to natural resources no later than September 15, 2020 ] by date of convening of 2020 regular session of Legislative Assembly, or as soon as possible . Sunsets task force December 31, 2020. Takes effect on 91st day following adjournment sine die. ] Declares emergency, effective on passage.

Relating to pesticides; declaring an emergency.

Prohibits sale, purchase or use of pesticide chlorpyrifos. ] Requires State Department of Agriculture to place pesticide products containing neonicotinoid on list of restricted-use pesticides. ] Requires State Department of Agriculture to review current scientific data regarding safety of pesticide products containing chlorpyrifos. Requires department to report findings and recommendations to interim committee of Legislative Assembly no later than January 1, 2020. Requires department to review data for registered pesticide products containing chlorpyrifos and add additional restrictions as warranted. Sunsets January 2, 2024. Declares emergency, effective on passage.

Relating to ingredients in vaccines; prescribing an effective date.

Requires licensed health care provider to provide vaccine information packet to patient to whom licensed health care provider administers vaccine. Requires Oregon Health Authority to maintain website that provides specific vaccine information. Takes effect on 91st day following adjournment sine die.

Relating to election cybersecurity.

Establishes program to improve cybersecurity of systems used to administer elections by encouraging independent technical experts, in cooperation with state election officials, local government election officials and election service providers, to identify and report election cybersecurity vulnerabilities.
