Provides that labor organization's charging certain employees reasonable fees and costs for representation that is unrelated to negotiation of collective bargaining agreement is not unfair labor practice. Makes conforming changes. Declares emergency, effective on passage.
Requires public employer to grant reasonable paid time to public employee who is designated representative to engage in certain activities. Requires public employer, upon request by exclusive representative, to authorize release time to designated representative of exclusive representative. Authorizes public employer and exclusive representative to negotiate and enter into agreements regarding release time. Entitles designated representative to be restored to same position after conclusion of release time. Requires public employer to provide exclusive representative reasonable access to employees in appropriate bargaining unit. Requires employers to provide employee contact information to exclusive representative within certain time limits. Permits public employer to deduct dues, fees and assessments from salary and wages of public employee who has authorized deduction. Requires employer to pay amounts deducted to labor organization. Expands definition of "employment relations" to include labor organization access to represented employees. Makes certain activities, related to labor organization, ] attempts to influence employee to resign from or decline membership , use of employer's electronic mail to discourage membership ] in labor organization or to discourage authorization of deduction for payment to labor organization, ] and employer's encouragement of employee to revoke authorization of deduction for payment to labor organization and provision of certain personally identifiable information about public employees within bargaining unit to entity other than exclusive representative, ] unfair labor practices.
Creates Outdoor Education and Recreation Grant Program. Directs Oregon State University Extension Service to assist school districts, education service districts, after-school care programs, nonprofit organizations and community-based organizations in providing outdoor education and recreation programs.
Directs State Board of Pharmacy to study feasibility of implementing, and to develop plan to implement, program to allow wholesale importation of prescription drugs into Oregon. Requires board to submit plan and report to interim committee of Legislative Assembly related to health care no later than June 30, 2020 . Takes effect on 91st day following adjournment sine die.
Requires Higher Education Coordinating Commission to design question allowing each student to identify whether student is parent or person acting as parent or legal guardian that will be placed on all forms used ] one or more forms used on annual basis to collect demographic information by public post-secondary institutions of education. Requires each public post-secondary institution of education to make data available to commission. Requires commission to establish format and time frame for collection and reporting of demographic data, to evaluate public post-secondary institution of education compliance with collecting and providing data and to report to each regular session of Legislative Assembly on status of collecting and providing data.
Authorizes Oregon Business Development Department to make loans and ] award matching grants to membership organizations and business accelerators in outdoor recreation ] gear and apparel industry. Declares emergency, effective on passage. ].

Requires pharmaceutical manufacturers to report to Department of Consumer and Business Services total cost of patient assistance programs and information on financial assistance provided to pharmacies, government agencies and advocacy organizations. Excludes proprietary information from disclosure on department's website. Requires state-sponsored programs that use pharmacy benefit managers to use fee-only pharmacy benefit managers. Requires insurers to post specified information regarding formulary, tiers and costs to insurer's website. Requires 60-day advance notice to enrollees adversely affected by change in formulary. Requires insurer and allows pharmacy to notify insured that if cash price for drug is less than insured's cost-share for drug, insured may pay cash price and expense must be counted toward deductible or out-of-pocket maximum. Requires hospitals and other medical providers to disclose in patient billing information regarding mark-up on price of drug. Also requires billing to disclose price of drug charged to specified state agencies and insurers. Requires specified state agencies to report to Legislative Assembly on high-cost drugs. Requires Oregon Health Authority to refer to Pharmacy and Therapeutics Committee any drug exceeding specified cost. Requires patient advocacy organization with budget exceeding $50,000 that has registered lobbyist in this state to report to Oregon Government Ethics Commission and Oregon Health Authority specified information regarding funding received from participants in pharmaceutical supply chain. Requires pharmacy benefit managers to report to Department of Consumer and Business Services and plan sponsors specified information regarding rebates, reimbursements, fees and incentives paid for drugs by manufacturers, insurers and pharmacies. Requires drug advertisement to disclose wholesale price of drug.
Requires State Department of Fish and Wildlife to establish program for strategic investments in initiatives related to ocean acidification and hypoxia. ] Appropriates moneys from General Fund to department for purposes of program. ] Oregon Ocean Science Trust, State Department of Fish and Wildlife and Higher Education Coordinating Commission in certain amounts for certain purposes related to ocean chemistry. Declares emergency, effective July 1, 2019.
