Requires the Director of the Oregon State University Extension Service to establish a lumber grading training pilot program. Establishes the requirements of the pilot program. Requires the Department of Consumer and Business Services to establish a process by which specified individuals may obtain lumber from an individual who is certified as having completed the lumber grading training pilot program. Sunsets the pilot program on January 2, 2033.

] Provides that when offering a service with age restrictions, a private entity is allowed to swipe a driver license or identification card to verify a person's age, regardless of how old the person looks. Increases the amount a person may recover against an entity that swipes a driver license or identification card in violation of the law.

Increases the maximum fee for activating a brand. Increases the maximum brand inspection fee on cattle for which a brand inspection certificate is valid for eight days. Authorizes the State Department of Agriculture to contract with qualified persons to perform brand inspection services. Authorizes the department to establish a self-inspection program that permits livestock owners to conduct brand inspections of their livestock. Directs the Legislative Policy and Research Director to evaluate the state brand inspection program and compare Oregon's program with the brand inspection programs of other states. Declares an emergency, effective on passage.

Establishes presumptive charges of $2 per acre for tax lots of 10 or more acres and a $50 flat rate charge for tax lots of less than 10 acres. Creates a cause of action under the district program for counties, landowners, districts and cities involved in the program. Takes effect on the 91st day following adjournment sine die.

Provides that if a credit union acquires assets of a banking institution, receipts from the business portfolio acquired from the bank remain subject to the corporate excise tax and corporate activity tax.

Directs the Department of State Lands, in consultation with the State Department of Fish and Wildlife, to develop a salmon credit pilot program to encourage the voluntary restoration of salmonid habitat in the Coquille and Coos watershed basins. Establishes the Salmon Credit Trust Fund. Directs the Department of State Lands and the State Department of Fish and Wildlife to consult with the United States Army Corps of Engineers to seek federal authorization for a bank instrument and activities that occur in navigable waters of the United States. Becomes operative on the date that the federal authorization and bank instrument are approved. Provides that the Department of State Lands may not approve a salmon credit project on or after January 2 of the sixth year following the federal authorization. Takes effect on the 91st day following adjournment sine die.

Repeals the corporate activity tax. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.
