Authorizes the department to establish a self-inspection program that permits livestock owners to conduct brand inspections of their livestock. Directs the Legislative Policy and Research Director to evaluate the state brand inspection program and compare Oregon's program with the brand inspection programs of other states. Declares an emergency, effective on passage.
