Requires agencies to adopt rules specifying time period during which agency will approve or deny application for license after applicant has amended or modified original application.

Prohibits person from performing or attempting to perform abortion if abortion is because of sex of unborn child. Allows specified persons to bring action for damages or injunctive relief against person who performed or attempted to perform sex-selective abortion. Allows court to impose fines for contempt of court of up to $100,000 per violation. Allows court to award attorney fees to prevailing party.
Resolves that in each biennium, Legislative Assembly shall appropriate from General Fund to Department of Veterans' Affairs amount that is no less than amount appropriated from General Fund to Department of Veterans' Affairs in biennium beginning July 1, 2015, as adjusted.

Requires State Forestry Department and Department of State Lands to pursue agreements for shared stewardship of national forests between State of Oregon and United States Forest Service Pacific Northwest Region, with key purpose of reducing greenhouse gas emissions related to wildfire. Increases, to two, number of reviews of clean fuels program required to be conducted by Department of Environmental Quality. Directs State Department of Energy to complete second study on impact of Oregon renewable portfolio standards on jobs in this state no later than September 15, 2020. Takes effect on 91st day following adjournment sine die.
