Relating to child care; prescribing an effective date.

Provides that registered or certified child care facility is commercial use of property for zoning purposes. Creates income tax credit for lessors of real property leased to certified child care facilities. Creates income tax credit for child care facilities with staff members who earn 18 or more clock hours of training related to child care. Creates income tax credit for child care facilities rated three stars or higher with quality rating and improvement system. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Takes effect on 91st day following adjournment sine die.

Relating to mental health; prescribing an effective date.

Requires counties to develop community mental health action plans to identify and address mental health concerns. Not later than January 1, 2021, requires counties to submit community mental health action plans to Oregon Health Authority. Directs authority to submit report to Legislative Assembly. Not later than January 1, 2023, requires counties to submit reports to authority detailing whether county addressed mental health concerns. Directs authority to submit report to Legislative Assembly. Takes effect on 91st day following adjournment sine die.

Relating to the TriMet Crash Advisory Committee.

Establishes TriMet Crash Advisory Committee. Provides that committee shall review certain crashes involving TriMet vehicles that result in injury or fatality. Requires committee to assess causes of such crashes, make recommendations to prevent similar crashes and submit quarterly report on findings to Transportation Safety Committee. Requires TriMet to provide meeting space and staff support to TriMet Crash Advisory Committee.

Relating to elections for county commissioners; declaring an emergency.

Specifies that when two or more county commissioners are elected for one county at same election and one is elected to fill vacancy, commissioner filling vacancy shall hold office for two years. Applies this rule, which currently applies only to general elections, to primary elections. Declares emergency, effective on passage.
