Modifies definition of "compensation," for purposes of pay equity requirements, to exclude hiring bonuses and retention bonuses. ] Permits employer to pay employees at different compensation levels pursuant to retention bonus provided that employer does not discriminate in payment of retention bonus, and that retention bonus accounts for entire compensation differential. Declares emergency, effective on passage.

Allows owner of property outside urban growth boundary to site additional dwelling on property for occupancy by relative of owner. Takes effect on 91st day following adjournment sine die.

Provides that evidence of defendant's commission of other sexual offenses is admissible if relevant in criminal action in which defendant is accused of sexual offense. Provides that evidence of defendant's commission of other crimes constituting domestic violence is admissible if relevant in criminal action in which defendant is accused of crime constituting domestic violence. Eliminates provision providing that evidence of all prior bad acts is admissible if relevant in criminal action.

Provides that client company that is furnished workers by worker leasing company is responsible for employer duties under paid family and medical leave insurance program with respect to workers leased to client company. ] Directs Director of Employment Department ] Department of Revenue to reimburse worker leasing company for any employer contribution payments made by worker leasing company on behalf of client company that meets certain criteria ] if Department of Revenue determines pursuant to amended combined quarterly report that refund is due . Applies to payments of contributions by worker leasing company on behalf of client employer on or after January 1, 2023 made before effective date of Act ]. Provides that worker leasing company is not responsible for paying employer contribution amounts on behalf of client employers that employ fewer than 25 employees. Establishes method by which Employment Department shall determine number of employees employed by employer for purposes of determining liability for such contributions. Takes effect on 91st day following adjournment sine die.

Returns to Metro urban growth boundary certain land removed by Metro ordinance. Prohibits Metro from removing land from urban growth boundary without consent of county and any city in which land is located. Declares emergency, effective on passage.

Prohibits tolling on state highways until January 2, 2026. Provides exception for Interstate 5 bridges that cross Columbia River. Establishes Task Force on Tolling. Sunsets task force on December 31, 2027. Declares emergency, effective on passage.

Appropriates moneys from General Fund to Oregon Department of Administrative Services for expenses related to Bridge of the Gods seismic strengthening. Declares emergency, effective July 1, 2023.

Extends safe surrender period for anonymously leaving infant at authorized facility to 60 days from infant's date of birth. Directs authorized facility to post and maintain signs informing public of authorized facilities and safe surrender provisions. Directs Department of Human Services to design signs that must be posted.

Establishes Oregon Food Bank Audit Committee as joint committee of Legislative Assembly. Directs committee to cause audit to be performed of Oregon Food Bank financial transactions occurring during specified period, and identify those transactions that directly or indirectly relate to political campaign activity or political issue activity. Directs committee to report on audit findings to Legislative Assembly on or before November 15, 2023. Requires membership of committee to consist of equal number of majority party and minority party members from Senate and equal number of majority party and minority party members of House of Representatives. Provides that quorum of committee consists of majority of members from House and majority of members from Senate. Sunsets January 2, 2025. Declares emergency, effective on passage.

Requires Oregon Health Policy Board to produce and provide to interim committees of Legislative Assembly related to health by December 31, 2024, comprehensive report regarding success in achieving aims of Oregon Integrated and Coordinated Health Care Delivery System. Modifies membership of board and specifies duties of chairperson of board. Requires appointment of executive director. Increases oversight and supervision responsibilities of board over Oregon Health Authority. Requires board to submit agency request budget for board. Puts Health Evidence Review Commission under auspices of board.
