Requires Higher Education Coordinating Commission, in coordination with Department of Public Safety Standards and Training and community colleges, to study how best to make classes that are part of recruit academy training for police officers be academic credits that are part of associate degree. Directs commission to submit findings to interim committees of Legislative Assembly related to higher education not later than September 15, 2024.

Directs Department of Education to conduct review of systems used to evaluate educators in state. Directs department to submit report to interim committees of Legislative Assembly related to education no later than September 15, 2024.

Prohibits peace officer, school resource officer or special campus security officer from conducting custodial interview with person under 18 years of age unless person has consulted with attorney.

Requires Oregon Health Authority to study hospital licensing requirements. Directs authority ] Establishes Joint Task Force on Hospital Discharge Challenges to develop recommendations to address challenges faced by hospitals in discharging patients to appropriate post-acute care settings. Specifies membership. Requires Legislative Policy and Research Director to staff task force and to research and provide specified information to task force for consideration. Requires task force to provide recommendations for administrative changes not requiring legislation to Governor and to interim committees of Legislative Assembly related to health and human services by November 15, 2023. Requires task force to submit final report with findings and recommendations to interim committees of Legislative Assembly related to health and human services not later than September 15, 2024. Declares emergency, effective on passage.

Exempts certain commercial buses from prohibition on titling and registering vehicles powered by certain model year diesel engines to owners located in Multnomah, Clackamas or Washington County. Declares emergency, effective on passage.

Provides that Department of State Police has exclusive jurisdiction to investigate certain incidents involving police officers and corrections officers. Directs Superintendent of State Police to establish division within department for investigations of incidents. Establishes requirements for investigations of incidents. Requires department to report annually on investigations. Provides that Governor may appoint committee to advise department on implementation of provisions of Act.

Prohibits assignment of peace officer as school resource officer without school district's approval.

Requires public body that procures construction services for certain qualified projects that use $750,000 or more in funds of public agency or moneys made available to state under federal American Rescue Plan Act of 2021 to enter into project labor agreement that, at minimum, provides for payment of wages at or above prevailing rate of wage, to use apprentices to perform at least 15 percent of work hours that workers in apprenticeable occupations perform on project and to establish and execute plan for outreach, recruitment and retention of women, minority individuals and veterans to perform work on project. Specifies exceptions. Takes effect on 91st day following adjournment sine die.

Excludes hours of overtime worked for Oregon State Police from limitations on inclusion of overtime in final average salary for purposes of Oregon Public Service Retirement Plan. ] Establishes separate limitation on inclusion of hours of overtime worked for Oregon State Police in final average salary for purposes of Oregon Public Service Retirement Plan.

Directs Metro to study rail corridors within Metro, including inventory of rail corridors and determination of feasibility of using rail corridors to carry passenger trains. Directs Metro to publish report on results of study no later than January 31, 2025.
