Requires Public Utility Commission to study leasing or acquiring right of way for generation, transmission or distribution of electricity generated using solar energy. Directs commission to submit findings to interim committees of Legislative Assembly related to energy no later than September 15, 2024.

Establishes Food for All Oregonians Program in Department of Human Services to provide nutrition assistance to residents of this state who would qualify for federal Supplemental Nutrition Assistance Program but for immigration status or lack of Social Security number . Requires department to implement program by January 1, 2025, and Oregon Health Authority to conduct statewide outreach, education and engagement to maximize enrollment in program. Requires Department of Human Services to convene advisory group to recommend metrics to evaluate success of department in treating all applicants for and recipients of public assistance in welcoming manner and with respect, courtesy, fairness and dignity. Declares emergency, effective on passage.
Permits contracting agency to grant preference to procuring for public use goods or services that are provided by nonprofit organization incorporated, organized, formed or created for charitable purpose under laws of this state, if goods or services cost not more than 10 percent more than goods or services available from contractor that is not nonprofit organization. Takes effect on 91st day following adjournment sine die.
Requires business that provides online product, service or feature that child is reasonably likely to access to identify, evaluate and mitigate risks to child from online product, service or feature. Restricts manner in which business may collect or use personal information of child. Requires business that provides online product, service or feature that child is reasonably likely to access to complete and retain Data Protection Impact Assessment. Requires business to provide upon request completed assessment to Attorney General. Authorizes Attorney General to bring action for injunctive relief, civil penalties or attorney fees and enforcement costs and disbursements against business for violations. Establishes Task Force on Age-Appropriate Design. Requires task force to study how children access, use and are affected by online products, services and features and methods for mitigating risks. Provides that requirements and restrictions become operative July 1, 2024. Sunsets task force on January 2, 2025.

Directs Oregon Criminal Justice Commission to adopt rules requiring law enforcement units to report certain incidents and complaints to commission. Directs commission to publish annual report on incidents and complaints. Directs Department of Justice to establish division within department to aid and support families of persons killed or seriously injured by police. Establishes Office of Law Enforcement Oversight in Division of Audits of office of Secretary of State to study system of investigation, prosecution and victim support related to certain law enforcement issues and misconduct. Directs office to report at least annually to appropriate committee or interim committee Legislative Assembly. Establishes Advisory Board for Law Enforcement Oversight to study and report on operations of Office of Law Enforcement Oversight.
Creates process by which person may file post-conviction relief petition due to currently available relevant forensic scientific evidence at any time after conviction.
Authorizes State Fish and Wildlife Commission to establish by rule requirements or prohibitions concerning angling, taking, hunting, trapping or possessing of wildlife defined as predatory animal.
