Relating to voting at primary elections.

Permits person who will be 17 years old on date of primary election and 18 years old on date of general election to vote at primary election for candidates of major political party with which person is affiliated if major political party has adopted rule to this effect. Appropriates moneys from General Fund to Secretary of State for purpose of printing and counting additional ballots.

Relating to opportunity zones; prescribing an effective date.

Requires addition to federal taxable income of amounts excluded as gain attributable to investment in federal qualified opportunity zone. Allows subtraction in later tax year if gain is temporarily deferred at federal level. Applies to tax years beginning on or after January 1, 2023. Takes effect on 91st day following adjournment sine die.

Prohibits Department of Environmental Quality and State Department of Agriculture from issuing or renewing license or permit to allow construction or operation of new industrial confined animal feeding operation, addition to or expansion of existing industrial confined animal feeding operation or addition to or expansion of livestock farm that would cause livestock farm to become industrial confined animal feeding operation. Declares emergency, effective on passage.

Relating to tolling.

Expands uses of Toll Program Fund. Provides that specified amount of moneys in fund from toll revenues be used to award grants to cities for purpose of transportation projects that mitigate traffic diversion as result of operation of tollway and improve public transportation.
