Establishes Agricultural Housing Repair Fund. Continuously appropriates money from fund to Housing and Community Services Department for grants for repair or replacement of agriculture workforce housing. ] Requires Housing and Community Services Department to provide grants for urban community housing supporting agricultural employees. Appropriates moneys to department for fund and ] grants. Sunsets fund and ] grants on January 2, 2028. Declares emergency, effective July 1, 2023.

Requires Oregon Health Authority to ensure that communities in this state have access to safe drinking water. ] Directs authority ] Oregon Watershed Enhancement Board to establish grant program to provide grants to water suppliers to protect, restore or enhance sources of drinking water. Requires board to submit report on performance of grant program to interim committees of Legislative Assembly related to water no later than April 1 of each even-numbered year. Establishes Community Drinking Water Enhancement and Protection Fund. Takes effect on 91st day following adjournment sine die.

Directs Department of Environmental Quality to establish program for providing rebates to qualifying individuals who purchase electric assisted bicycles or cargo electric bicycles and qualifying equipment ]. Establishes Electric Bicycle Incentive Fund. Takes effect on 91st day following adjournment sine die.

Requires Department of Land Conservation and Development to study housing. Directs department to submit findings to interim committees of Legislative Assembly related to housing no later than September 15, 2024. ] Requires Housing and Community Services Department to award grants for predevelopment costs of affordable housing and grant to assist nonprofits receiving grants or loans under Act. Sunsets January 2, 2026. Establishes Affordable Housing Predevelopment Loan Fund. Continuously appropriates moneys in fund to department to award loans for predevelopment costs of affordable housing. Appropriates moneys from General Fund to department for grants and loans. Declares emergency, effective on passage.

Requires Department of Transportation to provide funding plan for highway maintenance when transportation project that adds lane miles is added to STIP. Declares emergency, effective on passage.

Prohibits Department of Environmental Quality from issuing permit or other authorization for construction or expansion of plastic conversion technology facility. Prohibits local governments from issuing permit or other authorization for construction or expansion of plastic conversion technology facility. Prohibits state agencies and local governments from providing incentives to plastic conversion technology facility. Takes effect on 91st day following adjournment sine die.

Declares harmful algal blooms to be menace to public health and welfare. Directs Oregon Health Authority to develop response strategy to harmful algal blooms, produce and maintain relevant data ] identify water sources susceptible to harmful algal blooms, monitor and test susceptible waters and develop protocol for advisory alerts. Directs Department of Environmental Quality to identify water sources susceptible to harmful algal blooms, monitor and test susceptible waters, ] develop response strategy to harmful algal blooms, produce and maintain relevant data, identify sources of pollutants, develop strategies to reduce pollutants , ] and determine causes and prepare biennial report ] of harmful algal blooms .

Directs Environmental Quality Commission to establish transportation greenhouse gas reduction targets. Modifies requirements of long-range transportation plan developed by Oregon Transportation Commission to require that plan achieve greenhouse gas emissions reduction targets. Directs commission to consider whether projects included in statewide transportation improvement program are consistent with targets. Takes effect on 91st day following adjournment sine die.

Expands purposes for which qualified borrower may use loan proceeds, in connection with tax credits allowed for affordable housing lenders, to include limited equity cooperatives, with certain conditions. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Proposes amendment to Oregon Constitution to provide for surplus revenue refunds to be equally divided among personal income taxpayers. Refers proposed amendment to people for their approval or rejection at next regular general election.
