Clarifies meaning of "because of age" in employment discrimination law. Designates as unlawful employment practice for employer to seek age of applicant prior to completing initial interview or making conditional offer of employment and to include certain words or phrases in job application that suggest age preferences. Permits employer to seek age of applicant under certain circumstances. Removes provision that includes apprentices within scope of unlawful employment discrimination statute.

Directs authority to select 10 school districts or education service districts to receive school-based health center planning grants. Establishes Statewide Steering Committee on Sickle Cell Disease. Requires committee, with regards to sickle cell disease, to establish statewide network of stakeholders, provide education services, identify funding sources and make recommendations. Requires Oregon Health Authority, in consultation with committee, to provide social support and other services for individuals with sickle cell disease, establish system to provide information to individuals, or parents or guardians of individuals, who have sickle cell trait, maintain webpage with resources for health care providers regarding care and treatment of individuals with sickle cell disease and conduct annual review of treatment plans and services provided for individuals with sickle cell disease eligible for medical assistance under Oregon Health Plan. Requires committee, in consultation with authority, to study ways to provide outreach and improve access to and coordination of health care, social support and other services for individuals with sickle cell disease, whether to establish sickle cell disease registry and whether medications, treatments and services for individuals with sickle cell disease covered by Oregon Health Plan are sufficient. Directs committee to submit findings to interim committees of Legislative Assembly related to health care no later than June ] November 30, 2024. Requires health benefit plans to cover fertility preservation for individuals with sickle cell disease. ].
Establishes youth advisory council. Prescribes membership and duties of youth advisory council. Directs Department of Education to establish work group to establish standards for selection process of members of youth advisory council. Sunsets work group on August 30, 2024. Authorizes governing bodies of certain public entities that own or control public building to adopt policy, ordinance or regulation or precluding affirmative defense for possession of firearms in public building and adjacent grounds by concealed handgun licensees. Provides that in prosecution for possession of firearm in building or on grounds subject to such policy, ordinance or regulation, concealed handgun licensee affirmative defense is not complete defense, but results in Class A misdemeanor conviction punishable by 364 days' imprisonment, $6,250 fine, or both.
