Relating to the Early Childhood Education Workforce Development Fund; declaring an emergency.

Establishes the Early Childhood Education Workforce Development Fund and appropriates moneys in the fund to the Higher Education Coordinating Commission to provide funding to community colleges and public universities in this state that offer [ early childhood education degrees and certificates ] on-the-job training for students enrolled in early care and education or related degree or certificate programs . Declares an emergency, effective July 1, 2025.

Relating to the bridge across Columbia Boulevard; declaring an emergency.

Appropriates moneys to the Department of Transportation for distribution to the City of Portland for the purpose of designing a bridge across Columbia Boulevard. Directs the city to report to the Joint Committee on Transportation on seeking federal funds for the bridge across Columbia Boulevard. Declares an emergency, effective July 1, 2025.

Relating to offers for used motor vehicles; prescribing an effective date.

Requires a motor vehicle seller to check a used motor vehicle's vehicle identification number against the National Highway Traffic Safety Administration's motor vehicle safety recall database and to repair or replace all parts of the motor vehicle that are subject to a safety recall before advertising or offering the motor vehicle for sale or lease. Takes effect on the 91st day following adjournment sine die.

Relating to redistricting.

Directs the Department of Corrections to determine the last-known address of adults in custody, if the address is readily known or available to an adult in custody, and submit information to the Portland State University Population Research Center. Directs the center to adjust the population data reported in the federal decennial census to reflect the residence status of adults in custody before incarceration. Requires the Legislative Assembly or Secretary of State, whichever is applicable, to reapportion the state into legislative districts based on the adjusted population data. Requires use of the adjusted population data to apportion county or municipal boundaries.

Relating to cannabis health care technicians; prescribing an effective date.

Directs the Oregon Liquor and Cannabis Commission to issue a cannabis health care technician certification to a qualified individual. Directs the commission to establish a program to provide financial incentives to marijuana retailers that employ certified cannabis health care technicians. Becomes operative on January 1, 2026. Directs the commission to provide information and assistance related to the interstate commerce of marijuana items to marijuana retailers that employ certified cannabis health care technicians. Becomes operative on the earlier of the date on which the interstate commerce of marijuana items is allowed by federal law, or allowed or tolerated pursuant to a memorandum issued by the United States Department of Justice. Takes effect on the 91st day following adjournment sine die.
