Relating to reimbursement for vision screenings of students; declaring an emergency.

Directs Department of Education to provide reimbursements for vision screenings of students to person that provided vision screening. Appropriates moneys from General Fund to Department of Education for deposit in Vision Health Account to make reimbursements for vision screenings. Declares emergency, effective July 1, 2019.

Relating to individual development accounts; prescribing an effective date.

Increases total amount allowed in tax year to all taxpayers as tax credits for donations to fiduciary organizations for distribution to individual development accounts. Increases maximum percentage of taxpayer donation for which credit may be allowed. Applies to tax years beginning on or after January 1, 2019, and before January 1, 2022. Updates and makes technical corrections to statutes governing individual development accounts. Takes effect on 91st day following adjournment sine die.

Relating to campaign finance.

Expands legal expenses for which principal campaign committees, political committees and petition committees can use amounts received as contributions. Clarifies that definition of contribution or expenditure does not include payment for legal and accounting services rendered to candidate or political committee if person paying for services is regular employer of employee or independent contractor rendering services and services are solely for purpose of ensuring compliance with election laws and government ethics laws. Establishes limited liability for principal campaign committees, political committees and petition committees. Permits committees to sue, be sued and complain and defend in courts in own name. Permits committees to indemnify persons for acts as director, manager, employee or agent of committee.

Relating to reservations for use of state parks; declaring an emergency.

Directs State Parks and Recreation Department to develop pilot program to test changes to campsite reservation process to improve access for service-disabled veterans. ] Directs State Parks and Recreation Department to convene advisory committee to assist department in developing pilot program ] researching and developing recommendations for changes to campsite administration and reservation process to improve access for service-disabled veterans . Requires department to submit report on results of pilot program ] advisory committee to Legislative Assembly by September 15, 2021. Sunsets January 2, 2023. Declares emergency, effective on passage.
