Prohibits commercial sale of health information by covered entity, business associate, subcontractor, as defined by Health Insurance Portability and Accountability Act of 1996, or other third party, without authorization of individual whose health information would be included in sale. Makes violation of prohibition unlawful practice. ] Becomes operative January 1, 2021. ] Establishes Task Force on Protecting Health Information. Specifies membership and duties. Requires task force to report to interim committees of Legislative Assembly related to judiciary by December 1, 2019. Declares emergency, effective on passage.
Directs Legislative Revenue Officer to study land value taxation and submit report to interim legislative committees related to revenue. Defines "land value taxation" to mean property tax system that imposes higher uniform rate of tax on land assessments than on improvement assessments. Takes effect on 91st day following adjournment sine die.
Prohibits public universities from increasing amount of tuition and mandatory fees charged to resident undergraduate and graduate students during 2019-2020 and 2020-2021 academic years. Prohibits community colleges from increasing amount of tuition and mandatory fees charged during 2019-2020 and 2020-2021 academic years to resident students. Appropriates moneys from General Fund to Higher Education Coordinating Commission for purpose of maintaining current level of tuition and mandatory fees. Requires report to Legislative Assembly detailing average student loan debt of public university and community college students, percentage of public university and community college students who receive student loans, average amount public university and community college students spend annually on textbooks and average amount that public university and community college students spend annually on housing and food costs. Declares emergency, effective on passage.
Requires Department of Veterans' Affairs, in its biennial agency request budget, to request certain level of funding. Requires Governor's budget to fund department at certain level of funding. Requires Legislative Assembly to fund department at certain level of funding. Provides that requirements do not apply under certain negative economic conditions.
Requires members of Legislative Assembly who are also employed by public bodies, federal government or other employer who receives public funds to take leave without pay from employer for days Legislative Assembly is in session or interim days for which per diem is paid. Authorizes investigation to determine compliance with pay requirements. Provides remedies for noncompliance. Establishes crime of abuse of legislative office. Provides that member of Legislative Assembly commits crime if three determinations of noncompliance with pay requirements have been made. Provides that crime of abuse of legislative office results in automatic removal from office upon conviction. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Becomes operative January 1, 2021. Modifies contents required to be reported on statement of economic interest for years beginning on or after January 1, 2020.
Establishes centralized candidate filing system to permit candidates for public office in county, city or district to file for nomination or election by using electronic filing system adopted by Secretary of State. .
Censures Senator Peter Courtney and removes Senator Peter Courtney from office of President of Senate.
Modifies provisions relating to immunization records required for children attending schools and children's facilities. Requires administrator to review records for compliance with requirements before beginning of each school year and exclude children whose records do not meet requirements. Modifies, to limit exclusion to periods of disease outbreak, provisions requiring administrator of school or children's facility to exclude child or employee when administrator has reason to suspect child or employee has, or has been exposed to and shows symptoms of, restrictable disease.
