Appropriates moneys from General Fund to Oregon Health Authority for Senior Farm Direct Nutrition Program and Women, Infants and Children Farm Direct Nutrition Program. Directs Oregon Health Authority to include appropriations for programs in biennial agency request budgets. Declares emergency, effective July 1, 2019.
Requires vehicle dealer to submit notice of sale or transfer of vehicle to Department of Transportation if vehicle dealer sells vehicle to another vehicle dealer. Provides that department may make notation on its records indicating that it has received notification that interest in vehicle has been transferred only if form submitted contains all information required by department. Makes person that abandons vehicle responsible for abandonment of vehicle and liable for costs of towing and disposing of abandoned vehicle. Modifies notice content to parties interested in abandoned vehicles. Requires authority requesting tow to provide certain information to person who tows vehicle. Requires motor vehicle liability insurance policy to provide coverage for towing expenses related to motor vehicle accident.
Reduces notice period before towing vehicle from private property to 24 hours.
Directs Attorney General to study role of social media networking sites in facilitating sex trafficking crimes and to report results of study to interim committee of Legislative Assembly related to crime prevention not later than September 15, 2020. Sunsets study on December 31, 2020.
Directs Public Utility Commission to require electricity or natural gas utility to provide analog meter option for residential customers.
Allows credit against net income taxes for portion of eligible costs of newly constructed single-family dwelling that sells for price affordable to household with annual income at or below 120 percent of area median income. Sunsets on January 2, 2029. Takes effect on 91st day following adjournment sine die.
Allows development of parsonage on land where nonresidential place of worship is allowed use.
