Relating to liability for crimes committed in gun-free zones.

Provides that person or public body that establishes gun-free zone is liable for damages resulting from certain crimes committed in gun-free zone, if reasonable person would believe that possession of firearm could have helped individual defend against crime.

Relating to enrollment in virtual public charter schools; declaring an emergency.

Removes requirement that student must receive approval from resident school district before enrolling in virtual public charter school not sponsored by school district if specified percentage of students in school district already are enrolled in virtual public charter schools not sponsored by school district. Removes requirement that school district that does not give approval for enrollment in virtual public charter school not sponsored by school district provide information about other online options available to students. Declares emergency, effective on passage.

Relating to legislator compensation; prescribing an effective date.

Establishes annual salary of members of Legislative Assembly equal to annual occupational mean wage estimate for ] average wage for all covered employment in Oregon for prior year. Directs that salary of members of Legislative Assembly be adjusted to conform to annual occupational mean wage estimate ] average wage for all covered employment only once every two years. Applies cost-of-living adjustment to monthly interim expense allowance received by members. Authorizes reimbursement for child care expenses child care allowance ] for members who have children or dependents under 13 years of age. Caps monthly amount of reimbursement and limits reimbursement to specified months during which regular sessions of Legislative Assembly occur. Applies to pay periods beginning on or after January 1, 2023. Takes effect on 91st day following adjournment sine die.

Relating to abortion.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper degree of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.

Relating to verification of age of majority as a condition of resident individual's access to pornography; prescribing an effective date.

Requires person that provides public access to pornography to verify that resident individual is 18 years of age or older before granting access. Punishes violation of Act as unlawful trade practice under Unlawful Trade Practices Act. Takes effect on 91st day following adjournment sine die.

Prohibits public bodies and private entities from requiring person to receive COVID-19 vaccination or to possess COVID-19 immunity passport, immunity pass or other evidence certifying COVID-19 vaccination or immunity status. Relating to predator damage control districts; prescribing an effective date.

Repeals sunset of predator damage control district program. Changes requirements for petition for formation of predator damage control district. Increases annual charges that landowners may choose to incur for land located in predator damage control district. Amends provisions for determining and charging county's administrative costs. Authorizes county to direct bill landowners for annual charges. Takes effect on 91st day following adjournment sine die.
