Relating to school safety; declaring an emergency.

Requires schools to have at least one panic alarm in each school building. ] Requires schools to have wireless panic alert device in each classroom of each school building. Provides exceptions. Appropriates moneys from General Fund to Department of Education for purpose of assisting school districts to purchase and install wireless panic alert devices and systems. Declares emergency, effective July 1, 2023.

Relating to combating hunger at post-secondary institutions of education; declaring an emergency.

Authorizes Higher Education Coordinating Commission to award "Hunger Free Campus" designation to public universities and community colleges that demonstrate required actions taken to combat hunger. Requires commission, when moneys are available, to administer grant program to provide moneys for funding student hunger programs and innovations at public universities and community colleges. Establishes how commission must prioritize recipients of grants. Appropriates moneys from General Fund to commission to fund grant program. Declares emergency, effective July 1, 2023.

Relating to program providing financial assistance to recipients who receive supplemental nutrition assistance; declaring an emergency.

Requires Department of Human Services to contract with nonprofit organization to implement and administer program to assist recipients of supplemental nutrition assistance in purchasing locally grown fruits and vegetables from farmers' markets, farm share sites and retail outlets that participate in program. Appropriates moneys from General Fund to department to be distributed to nonprofit organization that has contracted with department to implement and administer program and match amounts that recipient spends on certain eligible foods. Sunsets January 2, 2026. Declares emergency, effective on passage.

Relating to encouragement of reading in young children; declaring an emergency.

Directs Department of Early Learning and Care to develop, implement and administer Oregon Imagination Library Project to improve reading proficiency and high school graduation rates by providing enrolled children with one age-appropriate book per child each month. ] Establishes Imagination Library of Oregon Program to provide free book each month to eligible children, encourage children to develop love of reading and learning, and improve third-grade reading proficiency and high school graduation rates. Directs Department of Early Learning and Care to implement program. Establishes Oregon Imagination Library Account within Department of Early Learning and Care Fund for purposes of funding project ] program . Declares emergency, effective July 1, 2023.

Relating to tax credits for child care workers; prescribing an effective date.

Creates refundable income tax credit for certain child care workers. Provides for child care worker to elect to deposit refund attributable to credit in Oregon Retirement Savings Plan. Provides for credit to be claimed on personal income tax return for 2024 tax year. Takes effect on 91st day following adjournment sine die.

Relating to payment of travel for telecommuting state workers.

Prohibits state from paying costs of travel to or from Oregon for employee in state service who telecommutes from principal worksite more than 60 miles outside this state , unless collective bargaining agreement provides otherwise or essential requirements of position make it necessary for employee to telecommute from outside this state .

Relating to the prevention of wildfire in federal forests.

Instructs State Forestry Department to endeavor to partner with federal agencies to undertake certain activities in federal forests related to fire prevention and request that federal agencies fund portions of activities.

Relating to education.

Requires Department of Education to conduct study to identify how to increase access to advanced instruction for purpose of preparing students for college and career. Directs department to submit findings to interim committees of Legislative Assembly related to education not later than September 15, 2024.
