Requires public schools to take special care to ensure that instruction is provided in neutral manner that focuses on academic subject matter and does not advocate personal views of educator. Prohibits State Board of Education from adopting rules that promote stance or otherwise show support for or against political movement or group that is attempting to change government policy or social values. Imposes tax on use by electric vehicles of highways in Oregon measured by miles traveled between registration dates at rate equivalent to gasoline tax owed by motor vehicle getting 30 miles per gallon. Takes effect on 91st day following adjournment sine die.
Requires each post-secondary institution of education that receives state moneys to make institution's budgets and expenditures publicly available on institution's website. Allows Legislative Assembly to disapprove of individual expenditures proposed by public universities. Prohibits public university from making disapproved expenditure. Requires each post-secondary institution of education that receives state moneys to inform students of expected costs to attend institution and to be responsible for set percentages of federal loans taken by students attending institution who default on loans. Requires each post-secondary institution of education that receives state moneys to devote at least 35 percent of budget, with exceptions, to paying for full-time faculty instruction. Requires post-secondary institutions of education that receive state moneys to publicly post on website details of each gift in excess of $10,000 from foreign entity or contract entered into with foreign entity in excess of $10,000.
Requires State Forestry Department to establish by rule pilot grant program for purpose of managing wildfire risk by certain methods. Sunsets grant program on June 30, 2025. Appropriates moneys to department out of General Fund for purpose of funding grant program. Takes effect on 91st day following adjournment sine die.
Establishes certain additional requirements concerning projects under Good Neighbor Authority Agreement.
