Digest: The Act tells certain entities to designate sports by gender. The Act forbids males from playing in female sports. (Flesch Readability Score: 72.35). Requires each athletic association, conference or organization with authority over intercollegiate sports, post-secondary institution of education and school district to designate athletic competitions and extracurricular sports according to biological sex. Prohibits biological males from participating in athletic competitions or extracurricular sports designated for biological females. Provides causes of action for students, post-secondary institutions of education and school districts.

Digest: Removes EFSC power over a project that makes clean power or is a power line, is only on U.S. lands and is reviewed under NEPA. (Flesch Readability Score: 63.0). Prohibits the Energy Facility Siting Council from exercising jurisdiction over or requiring a site certificate for an energy facility that is a renewable energy facility or transmission line, is sited wholly within federal lands and is subject to review under the National Environmental Policy Act. Requires the person seeking federal approval for the energy facility to consult with local governments within whose jurisdiction the facility is proposed to be located or whose jurisdiction adjoins the proposed facility on potential impacts.

Digest: The Act directs the State Forester to create harvest levels for cutting timber on state forestland. The Act directs the State Forester to develop a timber inventory model. The Act directs the State Forester to sell timber at the harvest level. The Act gives moneys to the State Forester. (Flesch Readability Score: 61.4). Directs the State Forester to establish sustainable harvest levels for harvesting timber on state forestland and develop a timber inventory model to inform sustainable harvest levels. Directs the State Forester to offer timber for sale at the sustainable harvest level, annually report on sales of timber relative to the sustainable harvest level and address any shortfall in timber sales. Confers standing on certain persons to challenge a failure to address a shortfall. Directs the State Forester to adopt sustainable harvest levels, forest management plans and related significant policy documents by rule. Establishes certain requirements for judicial review of the rules. Makes certain changes concerning forest management reports by the State Forester. Appropriates moneys to the State Forester out of the General Fund for developing a timber inventory model and a sustainable harvest level. Takes effect on the 91st day following adjournment sine die.

Digest: The Act requires ODOT to study a section of U.S. Highway 30. ODOT must make a report of the study and share its findings with the JCT. ODOT may start work on the study 91 days after sine die. (Flesch Readability Score: 69.9). Requires the Department of Transportation to conduct a review of a specific portion of U.S. Highway 30 and present a report to the Joint Committee on Transportation no later than September 15, 2025. Sunsets on January 2, 2026. Takes effect on the 91st day following adjournment sine die.

Digest: Exempts awards from and legal fees paid in wildfire suits from income tax. (Flesch Readability Score: 76.5). Creates an Oregon tax subtraction for amounts received in settlement of civil actions arising from wildfire. [ Allows ] Creates an Oregon [ itemized deduction ] tax subtraction for wildfire-related legal fees paid by plaintiffs. Allows taxpayer to amend return to claim refund for earliest tax year in which a subtraction is allowed. Applies to wildfire emergency declarations and executive orders issued on or after January 1, 2018, and before January 1, 2026, and to amounts received , losses incurred and legal fees paid in all tax years beginning on or after January 1, [ 2020 ] 2018 . Takes effect on the 91st day following adjournment sine die.

Digest: Reduces the cap on students who can attend a virtual public charter school. Requires a school district to allow a student from another district to attend a school in the school district. Allows a student to have an education savings account. (Flesch Readability Score: 62.9). Increases the limitation on the percentage of students in a school district who may enroll in a virtual public charter school that is not sponsored by the student's resident school district without first receiving approval from the school district. Requires school districts to participate in open enrollment. Establishes a waiver process. Directs the Department of Education to develop and implement a policy that provides for the establishment of education savings accounts for students to use for educational expenses.

Digest: The Act would give a credit against taxes to employers whose rate for 2025 is less than their rate for the year before. (Flesch Readability Score: 65.7). Provides a credit against an employer's 2025 unemployment insurance taxes if the employer's tax rate for 2025 is less than the employer's tax rate for 2022, 2023 and 2024 as determined in accordance with Enrolled House Bill 3389 (2021). Digest: The Act makes a task force to look at health professional regulatory boards. (Flesch Readability Score: 63.4). [ Digest: Tells health care boards to give short-term permission to work. Directs the task force to submit three reports to the interim committees of the Legislative Assembly related to health, on or before September 15, 2024, September 15, 2025, and December 15, 2025. Sunsets on December 31, 2025. Takes effect on the 91st day following adjournment sine die.

Digest: The Act restricts pretrial release for persons who commit a new felony sex crime while on pretrial release for a felony sex crime. The Act goes into effect when the Governor signs it. (Flesch Readability Score: 61.9). Provides that when a person is charged with committing a new felony sex crime while on pretrial release for a felony sex crime, the person is only eligible for release after a hearing during which the court determines whether security release may be denied, and if security release is allowed, the person must deposit the full security amount set by the court. Declares an emergency, effective on passage.

Digest: The Act makes some forensic science workers who work for OSP police officers under PERS. (Flesch Readability Score: 63.6). Provides that forensic scientists and evidence technicians employed by the Department of State Police qualify as police officers under the Public Employees Retirement System.
