Relating to capital funding for schools; prescribing an effective date.

Requires that moneys from corporate income and excise tax kicker be used for funding of school construction projects and infrastructure improvements. Limits availability to certain districts. Applies to biennia ending on or after June 30, 2025. Takes effect only if House Joint Resolution 17 (2023) is approved by people at next regular general election. Takes effect on effective date of constitutional amendment proposed in House Joint Resolution 17 (2023).

Relating to strategic investments; prescribing an effective date.

Increases minimum total cost of eligible project under strategic investment program and indexes cost to increase, if any, in consumer price index. Requires business firm that will be benefited by eligible project in strategic investment program to hold job fair. Sunsets county's authority to designate strategic investment zone. Requires at least one individual negotiating strategic investment program agreement on behalf of county or city to have completed negotiation technique training program. Increases maximum dollar amount of community services fee payable by business firm in strategic investment program. Requires distribution agreement for fee to be approved by all affected special districts that provide services related to emergency prevention and response. Decreases maximum amount of personal income tax revenue that may be distributed per year to any county under strategic investment program. Increases taxable portion of real market value of eligible project located in rural area under strategic investment program. Creates sunset date for strategic investment program. Applies to assessment ] property tax years beginning on or after July 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to employment preference for veterans.

Removes requirement that public employer give preference to veteran or disabled veteran who seeks promotion. Increases number of percentage points given to veteran's or disabled veteran's application score for purposes of hiring.

Relating to a tax credit for energy produced using western juniper biomass; prescribing an effective date.

Creates income or corporate excise tax credit for electric utility that purchases electricity produced using a fuel source that is at least 50 percent qualifying western juniper biomass. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.

Relating to personal financial education.

Establishes personal financial education as requirement for high school diploma. Allows school district to designate that credit earned by student for personal financial education may be used to satisfy credit requirement for mathematics or for history, geography, economics and civics. Prescribes requirements of personal financial education. Requires school districts and public charter schools to offer students instruction in personal financial education.

Relating to compensation of state employees.

Provides that, beginning on January 1, 2026, annual salary or wages paid to officer or employee of certain state agencies may not exceed 10 times lowest annual salary or wages paid to full-time officer or employee of agency. Requires certain agencies, including agencies not subject to limit on salary and wages, to report to Legislative Fiscal Officer.
