Relating to student behavior; declaring an emergency.

Requires school district to report on number of incidents during which students of classroom were removed from classroom because other student in classroom was acting in manner that would threaten to cause harm to student, to injure other person or to damage school property. Sunsets requirement on December 31, 2025. Directs school districts to identify number and type of injuries sustained by employees from students. ] Directs Department of Education to conduct study to investigate options for sharing best practices related to improving student behaviors. Declares emergency, effective July 1, 2019.

Relating to abortion.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.

Relating to county fairground capital construction; declaring an emergency.

Requires Oregon Business Development Department to prepare and report master plan for county fairground capital construction. Specifies content and procedural requirements for report. Appropriates moneys to department for biennium beginning July 1, 2019, for consultant services related to report. Declares emergency, effective July 1, 2019.

Relating to manufactured dwellings; prescribing an effective date.

Establishes program within Housing and Community Services Department to provide grants for decommissioning and disposing of manufactured dwellings. Appropriates moneys to department from General Fund for grant program. Takes effect on 91st day following adjournment sine die.

Requires Department of Veterans' Affairs, in its biennial agency request budget, to request certain level of funding. Requires Governor's budget to fund department at certain level of funding. Relating to maternity care.

Requires health benefit plan , coverage ] other than employer-sponsored plan, that covers cost of pregnancy care and childbirth to cover cost of pregnancy care and childbirth for surrogate mothers ] enrollee who is surrogate. Prohibits plan from requiring enrollee to reimburse plan for plan's costs or to assign to plan right to receive surrogacy payment.
