Extends statute of limitations for certain sex crimes. Authorizes prosecution at any time after commission of crime if defendant identified based on DNA analysis. Declares emergency, effective on passage.

Specifies that electricity generated by hydroelectric facility or other equipment that generates electricity through use of hydroelectric energy may be used to comply with renewable portfolio standard.
Requires Oregon Health Authority to establish program for periodic health inspection of hotel or inn guest facilities. Requires hotel or inn to post most recent health inspection results. Makes failure to post results violation subject to civil penalty, not to exceed $1,000.
Establishes Prosperity 1,000 Pilot Program to provide career coaching, occupational training and job placement services for at least 1,000 low-income job seekers residing in areas of concentrated poverty. Appropriates moneys from General Fund to Department of Human Services for biennium beginning July 1, 2019. Sunsets January 2, 2024. Declares emergency, effective July 1, 2019.
Prohibits person from soliciting or knowingly acquiring, receiving, transporting, implanting, processing, preserving, storing or accepting donation of human fetal tissue for purpose of transplanting the human fetal tissue into another person or animal under specified circumstances. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Establishes Teen Pregnancy Assistance Fund and requires prosecuting attorney to deposit proceeds of fines for violation of Act into fund. Continuously appropriates moneys in fund to Department of Education for sole purpose of providing financial assistance to girls who are enrolled in high school in this state, have had child while enrolled in high school and need financial aid for expenses connected with obtaining high school diploma.
Prohibits abusive conduct by parents or students toward school employees. Takes effect July 1, 2020.
Establishes Statewide School Safety and Prevention System. Specifies functions of system. Declares emergency, effective July 1, 2019.
Establishes TriMet Crash Advisory Committee. Provides that committee shall review certain crashes involving TriMet vehicles that result in injury or fatality. Requires committee to assess causes of such crashes, make recommendations to prevent similar crashes and submit quarterly report on findings to Transportation Safety Committee. Requires TriMet to provide meeting space and staff support to TriMet Crash Advisory Committee.
Modifies crime of promoting prostitution to include knowingly recruiting, persuading or encouraging, or attempting to recruit, persuade or encourage, another person to engage in prostitution. Punishes by maximum of 5 years' imprisonment, $125,000 fine, or both.
Establishes Early Childhood Equity Fund. Authorizes Early Learning Division to make grants from fund for purpose of supporting culturally specific early learning, early childhood and parent support programs in this state and to promote capacity of culturally specific organizations to deliver programs . Takes effect on 91st day following adjournment sine die.
