Directs Department of Education to prepare and make available statement that discloses potential health risks of wireless network technology. Requires department to adopt by rule guidelines for including in school curricula, assemblies, open houses, meetings between parents and teachers and related settings information concerning hazards of exposure to microwave radiation and radio frequency radiation and how to safely use wireless devices. Requires department and Oregon Health Authority to conduct study on effects of exposure to microwave radiation and radio frequency radiation, particularly exposure that results from use of wireless network technologies, on development and health of students in schools of this state, to develop recommendations to schools in this state for practices and alternative technologies that would reduce students' exposure to harmful microwave radiation and radio frequency radiation and report results of study and recommendations to interim committee of Legislative Assembly related to education not later than September 15, 2020. Declares emergency, effective on passage.

Creates Help In Cutting Costs for Unusual Pharmaceuticals program in Oregon Health Authority to reimburse high costs incurred by persons in this state to purchase certain pharmaceutical products. Requires Department of Revenue to transfer specified amount of corporate excise taxes paid on Oregon sales of pharmaceutical products by pharmaceutical manufacturers doing business in Oregon to pay for administration of program.
Prohibits possession of large-capacity magazine 180 days after effective date of Act. Specifies manner in which person must alter or dispose of large-capacity magazine currently possessed by person. Prohibits use of large-capacity magazine upon effective date of Act. Exempts law enforcement and military personnel from prohibition in specified circumstances. Punishes unlawful possession of large-capacity magazine by maximum of $2,000 fine, or by maximum of six months' imprisonment, $2,500 fine, or both, for second and subsequent convictions. Punishes unlawful use of large-capacity magazine by maximum of 364 days' imprisonment, $6,250 fine, or both. Prohibits manufacture, purchase, transfer and sale of large-capacity magazine upon effective date of Act. Specifies exemptions. Punishes unlawful manufacture, purchase, transfer or sale of large-capacity magazine by maximum of 364 days' imprisonment, $6,250 fine, or both. Requires report of loss or theft of unaltered large-capacity magazine. Provides immunity from prosecution for possession or transfer of magazine if report made as required. Declares emergency, effective on passage.
Directs Department of Education to develop and implement statewide education plan for students in early childhood through post-secondary education who are Latino or Hispanic and have experienced disproportionate educational results. Directs department to form advisory group to advise on development and implementation of plan, grant awards and rulemaking. Declares emergency, effective July 1, 2019.
Redefines crime of aggravated murder. Reclassifies current manners of committing aggravated murder as murder in the first degree. Renames crime of murder to murder in the second degree. Specifies penalties. Specifies procedures for persons already sentenced to death to be resentenced to life imprisonment without possibility of parole. Takes effect on 91st day following adjournment sine die.
Requires public schools to make available, at no cost, menstrual products in at least 50 percent of bathrooms at schools with students in any grade from grade 7 through 12. Takes effect July 1, 2020.
Requires Oregon Health Authority to establish or contract for establishment of statewide mental health crisis support access line to facilitate specified services for individuals experiencing behavioral health crises. Declares emergency, effective on passage.
Creates family and medical leave insurance program to provide employee who is eligible for coverage with portion of wages while employee is on family and medical leave or military family leave. Requires employer and employee contributions to fund program. Allows self-employed individuals and tribal government employers to opt into program. Directs Director of Department of Consumer and Business Services to determine contribution amounts and weekly benefit amounts. Establishes Family and Medical Leave Insurance Fund and continuously appropriates moneys in fund to Department of Consumer and Business Services for purposes of Act. Protects eligible employee's position of employment with employer while employee is on leave if employee has been employed with employer for minimum of 90 days before commencing leave. Prohibits employer from retaliating against employee who invokes program and from interfering with employee rights under program. Establishes right of employee for civil action for certain employer violations. Amends Oregon family leave law to allow for leave after employee has been employed for 90 days with employer and to extend length of leave taken for bereavement. Directs department to administer collection of, and reporting requirements for, payroll contributions. Requires director to work with other agencies and promulgate rules for administration of program. Establishes requirements for director to submit initial report to interim committees of Legislative Assembly no later than September 15, 2021. Beginning September 15, 2022, requires director to report to committees on September 15 of every even-numbered year thereafter. Requires department to conduct study regarding implementation of program with regard to self-employed individuals and tribal governments opting into program. Becomes operative on January 1, 2021. Provides that eligibility provisions and provisions related to elective coverage for self-employed individuals and tribal governments become operative on January 1, 2023. Takes effect on 91st day following adjournment sine die.
Requires health outcome and quality measures adopted by Health Plan Quality Metrics Committee to include hospital measures and to be applied to health benefit plans sold in this state, not to only health benefit plans sold through health insurance exchange or covering public employees. ] Requires insurers offering health benefit plans in this state to use health outcome and quality measures adopted by committee in insurers' quality assessment program. ] Requires Oregon Health Policy Board, no later than January 1, 2021, to align statewide strategic plan for collection and use of health care data with health outcome and quality measures adopted by committee. ] Renames Health Plan Quality Metrics Committee of Oregon Health Policy Board to Health Quality Metrics Committee and expands membership to include member with expertise in oral health and dental care, member representing rural hospitals and member representing insurers that offer health benefit plans to small employers. Changes terminology from "health outcome and quality measures" to "measures of health outcomes and health care quality." Extends application of measures of health outcomes and health care quality to health benefit plans and hospital services.
Allows Oregon Liquor Control Commission to enter into interstate agreements with agencies of other states for purpose of ensuring multistate enforcement of standards for wine consistent with standards of state where wine was produced.
