Disallows, for purposes of personal income taxation, mortgage interest deduction for residence other than taxpayer's principal residence , unless taxpayer sells residence or actively markets residence for sale . Phases out allowable deduction for interest for principal residence based upon income. Disallows deduction for principal residence above threshold amount. Establishes Oregon Housing Opportunity Account. Transfers amount equal to estimated increase in revenue attributable to restrictions on deduction of mortgage interest to accounts in Oregon Housing Fund ] account . Applies to tax years beginning on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.

Requires research facilities that use dogs or cats for laboratory research to offer dogs or cats no longer used for research for adoption prior to euthanasia. Provides that research facility is immune from civil liability for or resulting from transfer of dog or cat, if research facility acted in good faith concerning health and physical condition of dog or cat. Requires certain research facilities to submit annual report to Secretary of State that provides certain information regarding release of dogs and cats and animal shelters with which facilities have entered into written agreements. Provides that reports are confidential and exempt from disclosure except that Secretary of State shall make aggregate data available to public upon request.

Makes period of absence for donation of body part, organ or tissue "serious health condition" for which family leave may be taken. Makes unlawful for insurer that offers life insurance, health insurance or long term care insurance to discriminate against or decline or limit insurance coverage for insurance applicant or insured who is living donor of body part, organ or tissue, or to prohibit applicant or insured from donating body part, organ or tissue as condition of receiving or continuing to receive coverage.
Exempts graduate students at public universities who qualify for tuition equity from having to pay nonresident tuition. Declares emergency, effective on passage.
Requires Director of the Oregon Health Authority to provide forum for all vertically integrated, nonprofit health care systems in Oregon to collaborate to envision health care delivery system for Oregon's future. Requires supervision of collaboration by director or director's designee and exempts collaborative activities from federal antitrust law under state action doctrine.
Provides that client has right to privately communicate with lawyer and representative of lawyer. Provides that evidence derived from privileged confidential communication is inadmissible in certain proceedings if confidential communication was obtained or disclosed without consent of client. Requires local correctional facilities and prisons to maintain one log for lawyers and representatives of lawyers visiting inmates and one log for all other persons visiting inmates. Requires all visitors to sign appropriate log. Provides that, unless exception applies, log for lawyers and representatives of lawyers is confidential, not subject to disclosure as public record and not subject to subpoena. Requires suppression of evidence derived from unlawful disclosure of log for lawyers and representatives of lawyers. ].
Modifies requirement to record peace officer's ] interview with person under 18 years of age to include custodial interviews conducted inside law enforcement facility by peace officer, school resource officer or special campus security officer of investigations into misdemeanors, felonies and acts that, if committed by adult, would constitute crimes and require recorded interviews whenever person under 18 years of age would reasonably believe person is in custody ] misdemeanors or felonies . Requires recording of custodial interviews with person under 18 years of age conducted outside of law enforcement facility if officer is wearing video camera. Creates exceptions.
Requires school districts to provide instruction about Holocaust and genocide beginning with 2020-2021 school year . Directs Department of Education to provide technical assistance to school districts for instruction. Requires State Board of Education to develop academic content standards for Holocaust and genocide studies. Requires school districts to provide instruction based on standards beginning with 2025-2026 school year. Takes effect July 1, 2020. ].
