Establishes School Safety Construction Fund in State Treasury, separate and distinct from General Fund. Appropriates moneys in fund continuously to Department of Education for purposes of making grants to school districts , to education service districts, to Oregon School for the Deaf and to public school districts that apply on behalf of charter school chartered within school district for construction projects that address urgent school safety needs. Specifies priorities for grant moneys. Takes effect on 91st day following adjournment sine die.

Directs Department of Education to conduct study related to hiring retired police officers to provide security in public schools. Directs department to submit report to interim committee of Legislative Assembly no later than September 15, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.
Provides protections for person who refuses to participate in procedure related to abortion or physician-assisted suicide if refusal is based on person's ethical, moral or religious convictions. Allows health care facility to refuse to perform procedure related to abortion or physician-assisted suicide. Allows person to bring action for damages and equitable relief against health care facility, health professional regulatory agency, employer or school for violation. Directs court to award attorney fees to prevailing plaintiff.
Establishes income tax credit for volunteer firefighters. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
Requires parent or legal guardian of student to provide written permission prior to student participating in human sexuality education course. Directs school districts to provide form for parent or legal guardian to grant permission, and requires school districts to include with form information about curriculum and how to access instructional materials. Limits provision of human sexuality education courses to grades 5 through 12. Declares emergency, effective July 1, 2023.
Exempts receipts from sales of certain agricultural products from commercial activity subject to corporate activity tax. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
Expands crime of assault in the third degree to include causing physical injury to person working in hospital while worker is performing official duties. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Declares emergency, effective on passage.
