Relating to housing for agricultural workforce; declaring an emergency.

Establishes Agricultural Housing Repair Fund. Continuously appropriates money from fund to Housing and Community Services Department for grants for repair or replacement of agriculture workforce housing. ] Requires Housing and Community Services Department to provide grants for urban community housing supporting agricultural employees. Appropriates moneys to department for fund and ] grants. Sunsets fund and ] grants on January 2, 2028. Declares emergency, effective July 1, 2023.

Relating to pregnancy resources.

Directs Oregon Health Authority to establish toll-free pregnancy resources hotline to provide information and assistance to pregnant persons seeking abortions in this state. Defines "medical emergency" for purposes of determining when abortion is medically necessary. Prohibits performance of abortion unless pregnant person consulted with pregnancy resources hotline at least 48 hours prior to procedure. Creates exception. Directs authority to conduct annual records audits to ensure compliance with provisions of Act. Creates penalty for noncompliance of $5,000 for each separate violation. Exempts specified records and information from public disclosure. Creates exceptions.

Relating to the regulation of firearms in public buildings.

Requires district school board or higher education governing board that adopts policy limiting possession of firearms by concealed handgun licensees on school grounds to install metal detectors at entrances to buildings subject to policy.

Relating to evidence.

Provides that evidence of defendant's commission of other sexual offenses is admissible if relevant in criminal action in which defendant is accused of sexual offense. Provides that evidence of defendant's commission of other crimes constituting domestic violence is admissible if relevant in criminal action in which defendant is accused of crime constituting domestic violence. Eliminates provision providing that evidence of all prior bad acts is admissible if relevant in criminal action.

Relating to parental rights regarding students.

Prohibits district school boards from adopting specified procedures relating to parental notification. Prohibits classroom instruction on sexual orientation and gender identity, absent parental consent, before fourth grade. Prohibits school district from providing health care services if parent withholds consent or declines specified health care service. Requires parental consent before administering specified questionnaire or health screening form. Directs State Board of Education to adopt procedure for parents to report concerns regarding school district's implementation of requirements.

Relating to electric vehicle batteries.

Requires Department of Environmental Quality to study disposal of electric vehicle batteries. Directs department to submit findings to interim committees of Legislative Assembly related to environment not later than September 15, 2024.
