Directs Department of Human Services to assign exactly one universal provider number to persons listed on registry of persons who provide long term care. Directs department to require fingerprints in conducting criminal records checks of certain long term care workers. Disallows sharing of fingerprint records of certain long term care workers with Federal Bureau of Investigation.

Makes unlawful employment practice for employer to request employee to enter agreement that would prevent employee from disclosing or discussing conduct that constitutes unlawful discrimination, including sexual assault. Allows civil and administrative remedies for violation against unlawful employment practice. Makes unlawful employment practice for any person to aid, abet, incite, compel, coerce or conceal any acts prohibited under provisions of Act and any acts that constitute certain types of unlawful discrimination. Clarifies that employer's withholding of certain information from person who is owner, president, partner or corporate officer of employer, during course of employer's investigation, is not unlawful employment practice, provided that employer makes person aware of ongoing investigation. Allows person who is owner, president, partner or corporate officer to be held individually liable for engaging in prohibited acts. Requires all employers to adopt written policy containing procedures and practices for reduction and prevention of certain types of unlawful discrimination, including sexual assault. Requires employers to post notice in workplace and provide employees with copy of policy at time of hire. Requires Bureau of Labor and Industries to make available on bureau's website model procedures or polices that employers may use to establish employer policies. Makes voidable any agreement to pay severance pay to person found to have engaged in conduct that violates employer's policies or provisions of Act. Extends timeline for filing complaint with Commissioner of Bureau of Labor and Industries alleging certain unlawful employment practices. Extends statute of limitations from one year to seven years to file civil action for certain violations of law. Becomes operative January 1, 2020. Permits commissioner to adopt rules and take any action before operative date of Act that is necessary to enable bureau to exercise duties, powers and functions conferred on bureau. Takes effect on 91st day following adjournment sine die.

Modifies requirement that start-up businesses that may be assisted by regional collaboration facilitated by Oregon Business Development Department have as purpose commercialization of university-based or university-assisted research and increasing number, and ensuring retention, of such businesses. Appropriates moneys to Oregon Business Development Department for direct distribution pro rata to Oregon State University Advantage Accelerator (OSU Advantage) and Regional Accelerator & Innovation Network (RAIN Eugene) and requires equal match. Provides that start-up businesses assisted with appropriated moneys must be traded sector businesses or businesses with traded sector potential, with stated exceptions. Requires OSU Advantage and RAIN Eugene each to submit report to interim legislative committees related to economic development on or before September 15, 2020, setting forth specified metrics related to their assistance to start-up businesses. Declares emergency, effective on passage.

Provides that certain public bodies and intergovernmental entities may not issue bonds to finance pension liabilities without first obtaining independent assessment from independent registered municipal advisor of advisability of proposed bond issuance ] of likelihood that investment returns on bond proceeds will exceed interest cost of bonds and issuing public report relating to proposed bond issuance . Requires State Treasurer to provide annual report to State Debt Policy Advisory Commission on interest rates and rate of return on bonds that are issued on or after effective date of Act to finance pension liabilities and that remain outstanding. Takes effect on 91st day following adjournment sine die.

Modifies definitions of light-duty zero-emission vehicle and plug-in hybrid electric vehicle to include vehicles with at least three wheels.

Increases amount of estimate of revenues that will be received from personal income taxes for biennium beginning July 1, 2017. Requires difference between amount actually collected and amount estimated after close of 2017 regular session be used for disaster preparedness and for application against unfunded actuarial liability of Public Employees Retirement System. Provides for return to taxpayers of surplus revenue over adjusted estimate amount if constitutional threshold exceeded. Declares emergency, effective on passage.

Directs Department of Human Services to distribute $1 million to Center for the Prevention of Abuse and Neglect to conduct Oregon Child Abuse Prevalence Study. Appropriates moneys from General Fund to Department of Human Services for distribution. Declares emergency, effective on passage.

Appropriates moneys to Oregon Department of Administrative Services to increase size and diversity of group of court appointed special advocates.

Specifies charges , or ] convictions , arrests, deferred sentences, conditional discharges, referrals for diversion programs and pending indictments that may not be considered in fitness determinations. Specifies types of licenses, certifications or employment for which conviction of certain crimes or charges, arrests, conditional discharges, referrals for diversion programs, deferred sentences or pending indictments regarding certain crimes are ] may be disqualifying. Prohibits Oregon Health Authority or Department of Human Services from conducting criminal records checks on long term care and support service providers more than once in every two-year period except under stated conditions. Takes effect on 91st day following adjournment sine die.

Modifies allowed and prohibited uses of restraint of students by public education programs. Prescribes reporting requirements for use of restraint or seclusion. Declares emergency, effective July 1, 2019.
