Simplified Joint Consolidation Separation Act This bill establishes a process for separation of joint consolidation loans. Specifically, the bill allows the two borrowers of a joint consolidation loan for their federal student loan debt to jointly request that the Department of Education or loan holder separate their existing joint consolidated loan into two individual consolidation loans. One borrower may request separation of the joint consolidation loan into two individual consolidation loans in the event that the individual has experienced domestic or economic abuse from the other individual borrower or is subject to a decree or agreement requiring the separation of such joint loans and obligations.

IRS Reduction Act This bill rescinds all unobligated amounts appropriated by the Inflation Reduction Act of 2022 for the improvement of the Internal Revenue Service (IRS). The Department of the Treasury must report on how the IRS plans to improve the efficiency of its services, including the processing of tax returns.

Require Employees To Uniformly Return Now Act or the RETURN Act This bill prohibits Internal Revenue Service (IRS) employees from teleworking during the period beginning five business days after the enactment of this bill and ending on the date on which the IRS certifies that the processing backlog for 2020 income tax returns has been eliminated. The Department of the Treasury may not obligate additional funds for the IRS until the date on which the IRS certifies the backlog has been eliminated.

Save Our Sequoias Act This bill provides for the conservation of giant sequoia trees ( Sequoiadendron giganteum ) in California, including by providing statutory authority for the Giant Sequoia Lands Coalition; directing the coalition to submit a Giant Sequoia Health and Resiliency Assessment; declaring an emergency on certain public lands and allowing officials to carry out protection plans during the emergency to respond to the threat of wildfires, insects, and drought; directing the Department of the Interior to develop and implement a Giant Sequoia Reforestation and Rehabilitation Strategy; and establishing a variety of programs and funds to support the conservation of giant sequoias.

National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.

Access to Safe Contraception Act of 2022 This bill prohibits states from banning any form of contraception that is approved by the Food and Drug Administration. The bill does not preempt state laws that protect the right of any entity to opt out of providing contraception due to the entity's religious or moral beliefs.

This resolution expresses support for Finland and Sweden's historic decision to apply to the North Atlantic Treaty Organization (NATO). The resolution also opposes any attempt by the Russian government to act in an adverse way in response to Finland and Sweden's decision to apply to join NATO. Finally, the resolution calls on the member states of NATO to formally support the accession of Finland and Sweden into NATO.
