Provider Relief Fund Deadline Extension Act This bill extends the period during which health care providers may use payments received from the Provider Relief Fund to cover a variety of costs related to COVID-19.
Short Sale Transparency and Market Fairness Act This bill modifies securities reporting requirements applicable to certain institutional investment managers. Specifically, the bill (1) reduces the reporting window for asset managers responsible for more than $100 million in assets to file ownership reports with the Securities and Exchange Commission (SEC) from 45 days to 10 days after the end of each month, and (2) expands requirements to include direct or indirect derivative positions or interest (e.g., short positions) in such reports. Additionally, the SEC must (1) issue rules providing for the public disclosure of short sale activity by institutional investment managers, and (2) report on the standards and criteria used to determine whether confidential treatment applies to an institutional investment manager for the purpose of filing certain reports.
Voters on the Move Registration Act of 2021 This bill requires the Consumer Financial Protection Bureau to develop, and specified agencies to distribute, a statement providing individuals with information on how to register to vote and their voting rights. This information must be provided to individuals upon their participation in certain rental assistance programs or application for certain residential mortgages.
Closing the Meal Gap Act of 202 1 This bill revises the requirements for calculating Supplemental Nutrition Assistance Program (SNAP) benefits. The bill increases the minimum SNAP benefit and requires benefits to be calculated using the value of a low-cost food plan. The Department of Agriculture (USDA) must determine the requirements for the low-cost food plan, which is the diet required to feed a family of four, consisting of a man and a woman 19-50 years of age, a child 6-8 years of age, and a child 9-11 years of age. USDA must (1) reevaluate and publish the market baskets of the plan by January 1, 2027, and every five years thereafter, based on current food prices, food composition data, consumption patterns, and dietary guidance; and (2) make adjustments to the plan to account for household size, changes in the cost of the diet, and the costs of food in specified areas. The bill modifies the requirements for calculating household income to determine SNAP eligibility by (1) authorizing a standard medical expense deduction for households containing an elderly or disabled member, and (2) eliminating the cap on the excess shelter expense deduction. The bill eliminates certain work requirements for SNAP. The requirements apply to able-bodied adults who are ages 18-49 and have no dependent children. The bill allows Puerto Rico, American Samoa, and the Northern Mariana Islands to participate in SNAP. Currently, the three territories receive block grants instead of participating in SNAP.
Veterans Service Organization Modernization Act of 2021 This bill requires the Department of Housing and Urban Development to provide competitive grants to veterans service organizations for repairs or rehabilitation of existing facilities and for modernization of technologies.
This resolution reaffirms the House of Representatives' commitment to media diversity and expresses its pledge to eliminate barriers to such diversity.
Veterans Burn Pits Exposure Recognition Act of 2021 This bill requires the Department of Veterans Affairs (VA) to concede, for the purposes of health care benefits and wartime disability compensation, that a veteran was exposed to certain toxic substances, chemicals, and hazards from burn pits if such veteran served on active duty in a covered location during a specified time frame (unless there is affirmative evidence to establish that the veteran was not exposed during such service). A burn pit is an area used for burning solid waste in open air without equipment. Specifically, the bill covers the following locations and corresponding time periods: Iraq between August 2, 1990, and February 28, 1991, as well as from March 19, 2003, until burn pits are no longer used in this location; Somalia and Southwest Asia (including Kuwait, Saudi Arabia, Oman, and Qatar) from August 2, 1990, until burn pits are no longer used in these locations; and Afghanistan, Syria, Jordan, Egypt, Lebanon, Yemen, Uzbekistan, the Philippines, and Djibouti from September 11, 2001, until burn pits are no longer used in these locations. Under the bill, if an exposed veteran submits insufficient evidence to establish a service-connection for purposes of disability compensation, the VA shall provide a medical examination and request a medical opinion regarding a causal link between the disability and a toxin, chemical, or hazard.
Opening Doors for Youth Act of 2021 This bill requires the Department of Labor to provide funding to states for the development or expansion of summer and year-round youth employment programs that (1) match youth participants with appropriate employers for high-quality employment opportunities; and (2) provide work-readiness training and educational programs, coaching and mentoring, career and postsecondary education planning services, financial literacy education, and supportive services.
Safe Schools Improvement Act of 2021 This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, sex, sexual orientation, gender identity, disability, or religion. Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.
America's Red Rock Wilderness Act This bill designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin, (2) Grand Staircase-Escalante, (3) Moab-La Sal Canyons, (4) Henry Mountains, (5) Glen Canyon, (6) San Juan-Anasazi, (7) Canyonlands Basin, (8) San Rafael Swell, and (9) Book Cliffs and Uinta Basin. The bill sets forth administrative requirements for (1) the exchange of state-owned lands within such areas, (2) federal reservation of water rights, (3) measurement of setbacks for roads with adjacent wilderness, (4) authorized livestock grazing, and (5) withdrawal of such lands from disposition under certain public land laws.
