Relates to the transfer of funds into the metropolitan transportation authority aid trust account and the public transportation system operating assistance account.

Enacts the "brightness emission analysis for motorist safety (BEAMS) act" which requires the department of transportation with participating institutions conduct a study on LED headlights.
Restricts a law enforcement officer from initiating a traffic stop for certain violations of the vehicle and traffic law; provides for the suppression or exclusion of evidence obtained in violation of such provisions; relates to the duties of the division of criminal justice services making certain information pertaining to traffic stops public.
Delays the zero-emission school bus mandate for a period of five years; requires school districts to only purchase or lease zero-emission school buses by 2032 and requires school districts to only operate and maintain zero-emission school buses by 2040.
Requires that the department of transportation and every municipality, locality and public authority shall not spread road salt at a rate higher than three hundred pounds per lane mile on average during each snow and ice management season.
Prohibits persons who were sentenced for a crime involving unlawful sexual conduct or assault from using public transportation including services in the transportation of passengers, airports, train stations, subway and rail stations, and bus terminals.

Establishes a public transportation safety grant program and public transportation safety grant fund for the purpose of enhancing safety infrastructure at public transit facilities throughout the state.
