extends provisions of law relating to certain tax increment financing provisions relating to the New York transit authority and the metropolitan transportation authority (Part H); authorizes the MTA to conduct environmental reviews under SEQRA for the crosstown extension of the Second Avenue subway project in two stages (Part I); enacts the dairy promotion act; enacts provisions related to the marketing of agricultural products in New York state; repeals certain provisions relating thereto (Part J); extends the refundability of the investment tax credit for farmers (Part K); Shops cannot charge customers or insurers for services not performed to manufacturer specs, and must avoid misleading contracts or "assignment of benefits" clauses. Provides that it shall be a defense to any prosecution for a violation of a bus lane restriction pursuant to a bus rapid transit program when an employee of the metropolitan transportation authority is performing authorized duties on behalf of such authority and is operating an authorized employer motor vehicle in the bus lane at the time of the violation and conducting lawful business or providing service to an official metropolitan transportation authority vehicle or personnel while in a bus lane.
Prohibits the operation of NYC transit authority subways or trains without at least one conductor on board; requires a conductor on any subway or train operated by such authority whenever the subway or train has more than two cars attached to the engine.
Requires peer-to-peer car sharing programs provide insurance coverage in amounts equal to the financial responsibility requirements set forth in section three hundred eleven of the vehicle and traffic law; removes requirements relating to requiring additional insurance coverage.
