Provides that public officers and employees of the state who are members of the United States Air Force Auxiliary Civil Air Patrol or the United States Coast Guard Auxiliary Pilots shall be granted leave from work with pay to participate in emergency services during certain air force assigned missions.
Approves notice and proof of disability or proof of need for family leave, or proof of disability for a special cross-bow permit, from an attending nurse practitioner.
Provides that for New York city uniformed correction revised plan members of the New York city employees' retirement system, the service retirement benefit shall not be reduced by the primary social security retirement benefit commencing at age sixty-two.
Requires third-party food delivery services and third-party grocery delivery services to provide the ability to include a gratuity at the same point in the online order process when the underlying order is placed; provides that customers shall not be required to pay a gratuity; provides that third-party food delivery services and third-party grocery delivery services shall not reduce the compensation of any worker as a result of gratuities; establishes penalties for violations of such provisions.
Requires the commissioner of labor, in consultation with the commissioner of agriculture and markets, commissioner of health and the commissioner of environmental conservation, to develop instructional tools and materials for occupations at high-risk of tick exposures; requires such materials to provide information on the identification of ticks and tick removal, and protection from tick bites; requires such materials to be available to high-risk employers and employees at no charge.
Requires the department of labor create and maintain a list of available careers and job openings for veterans in the state of New York and provide such list to the department of veterans' services; requires such list to be placed on the department of veterans' services website.
Provides that certain purchase contracts to purchase food can be awarded to a qualified bidder who fulfills certain values based procurement standards when such bid is not more than 10% higher than the lowest responsible bidder and when the bidder makes publicly available data on where such bidder sources their food items; sets forth the criteria for values based procurement standards to include local economies, environmental resilience, racial equity, valued workforce, valued agricultural sector, animal welfare, and nutrition.

This bill creates a real property tax exemption for the primary residences of surviving spouses of firefighters who died in the line of duty. It allows local governments and school districts to automatically exempt up to 50% of the assessed value of these homes from taxation, though they retain the option to reduce this percentage if they choose. The law defines eligible firefighters broadly to include paid members of various fire departments and extends the benefit to properties held in trust or by cooperative apartment corporations, while excluding certain types of housing. Additionally, the bill requires the state to develop and publish a list of documents that prove eligibility for this tax relief.
Provides for certain death benefits to correction officers, correction officer-sergeants, correction officer-captains, assistant wardens, associate wardens or wardens employed by Orange county.
