Enacts the safe access to care act requiring certain healthcare facilities to adopt and make public a statement of patient rights and healthcare facility obligations with regards to immigration enforcement; includes unlawful or non-judicially authorized immigration enforcement actions at a healthcare facility as a workplace threat or hazard for purposes of the violence prevention program.

Requires certain police officers to wear and turn on body-worn cameras when accompanying an agent or officer of the U.S. Immigration and Customs Enforcement or of U.S. Customs and Border Protection.
Provides that no state or local agency, or any agent thereof, may use any funds, facilities, property, equipment or personnel of such agency to investigate, enforce or provide assistance in the investigation or enforcement of any federal program requiring registration of individuals, or maintaining a database of individuals, on the basis of race, color, creed, gender, sexual orientation, religion or national or ethnic origin.
Prohibits the Immigration and Customs Enforcement agency from enforcing the provisions of the Immigration and Nationality Act within one thousand feet of an area deemed a sensitive location; defines sensitive location.
Establishes the incentive and career exclusion for officers unethically targeting New York act to prohibit persons who were employed by United States Immigration and Customs Enforcement and Removal Operations on or after January 20, 2025 from being eligible for New York state workforce recruitment programs or resources; allows exceptions to such prohibition on a case-by-case basis.
Protects persons receiving care, employed, or otherwise present at a hospital from immigration arrests; prohibits federal immigration officers acting within the scope of their employment from entering hospitals unless supported by a judicial warrant or order; defines judicial warrant or order.
Grants the family court jurisdiction to determine guardianship of minors and infants when there are extraordinary circumstances, including deportation, removal, or forced departure of a parent from the United States; requires the office of court administration to revise certain orders or forms used by the family court to comply with such provisions; provides that the court may, but need not, find abuse, neglect, or abandonment where extraordinary circumstances are found to exist.
Requires the creation of an immigration enforcement activity transparency dashboard, which shall be made publicly available, to track certain information relating to immigration authorities activities within New York state.
