Relates to recognizing postpartum psychosis as a condition distinct from postpartum depression and directing the department of health to create screening guidelines for the condition and provide information to maternal health care providers.

Establishes a Medicaid fraud tip board which shall develop and administer a system offering monetary rewards to certain individuals reporting Medicaid fraud; creates a Medicaid fraud tip reward fund.

Relates to the handling of tips received through the office of the Medicaid inspector general's Medicaid fraud hotline; provides that the office of the Medicaid inspector general's Medicaid fraud hotline shall be the official Medicaid fraud hotline of the state of New York; directs the Medicaid inspector general to compile and provide to the governor, the temporary president of the senate, the speaker of the assembly, the minority leader of the senate, the minority leader of the assembly and the attorney general an annual report containing information on tips received through the Medicaid fraud hotline.

This bill requires Medicaid to cover applied behavior analysis therapy provided during school hours for students in grades kindergarten through twelfth who have an autism spectrum disorder. The therapy must be delivered in public or non-public schools, and the specific definitions for the treatment and therapy will follow existing state insurance law. By adding this coverage to Medicaid, the legislation ensures that eligible students can access this support within their educational setting without additional out-of-pocket costs. The changes will take effect approximately 90 days after the bill is signed into law.

Relates to adaptive aquatic safety services for individuals with disabilities; directs the commissioner of health to evaluate and seek approval for the inclusion of adaptive aquatic safety services as an available service component under applicable Medicaid home and community-based services authorities; relates to adaptive aquatic accessibility at state-funded public aquatic facilities; directs the commissioner of health to promulgate regulations requiring lifeguard certification and recertification courses to include instruction concerning aquatic safety for individuals with disabilities; authorizes school districts and boards of cooperative educational services to incorporate adaptive aquatic safety goals into individualized education programs where appropriate to address certain skills.

Establishes a rare kidney disease screening pilot program within the department of health to operate in at least two counties or regions in the state, targeting at-risk populations, to improve early diagnosis of RKD, connect patients with treatments and care, and evaluate the effectiveness and scalability of state-based RKD screening initiatives.

Requires insurance policies to provide coverage for federal food and drug administration approved expanded access to an investigational medical product that has been shown to be effective, without the need for any prior authorization determination.

Relates to medical and dental coverage for the treatment of ameloblastoma which shall include but is not limited to dental implants and implant-related services.

Requires the commissioner of health and the superintendent of insurance to develop standards for an electronic prior authorization program for the utilization review of health care services.

This bill requires employers to provide unpaid leave for employees whose children are hospitalized in a neonatal intensive care unit. The amount of leave depends on company size, with businesses having 16 to 50 employees offering up to 10 days and larger companies offering up to 20 days. Employees can take this time continuously or in smaller increments, and they will be reinstated to their original job with benefits maintained after the leave ends. The law also prohibits discrimination against workers for using this leave and allows employers to request basic verification of the child's hospital stay without asking for private medical details.
