Requires the results of any outage management system stress test conducted in the state by a utility company to be posted online and such results to be sent to the temporary president of the senate, the speaker of the assembly and the chairs of the senate and assembly standing committees on energy.
Provides that in the siting of new electric transmission facilities, priority shall be given to major electric transmission facilities that are proposed to be sited in existing rights-of-way including those owned by an electric corporation or distribution utility, or by the state, including any subdivision thereof, or a state public authority, for state highway or transportation purposes, and railroad corridors.
Establishes the New York State grid reliability and energy affordability transition (GREAT) act; establishes the virtual power plant program to help reduce energy costs and grid reliability risks; provides incentives to participants for supporting the grid by investing in distributed energy resources and reducing net energy costs.
This bill allows the New York State Department of Environmental Conservation to enter into agreements or easements on state-owned reforestation lands to help connect renewable energy projects located outside those areas to the power grid. The legislation ensures that any such agreements will not disrupt the primary purposes of the reforestation areas, such as conservation and timber management. All agreements made under this authority must be recorded and made publicly available on the Department's official website. The bill takes effect immediately upon passage.

Requires the public service commission establish a grid modernization surcharge imposed on utilities for the energy use of data centers and high-intensity data centers which meet a specified threshold of electricity or information-technology load; establishes the grid modernization fund to finance investments in system reliability, capacity expansion, and integration of clean energy resources.
Relates to establishing the New York state grid modernization commission; provides the commission shall conduct a study of research, development and demonstrations of electric grid modernization and shall issue such report to the state energy planning board for consideration in the state energy plan.
Enacts the "grid resiliency act" relating to the operation of major electric generation facilities, peaker plants, and simple cycle and regenerative combustion turbines, and to tax credits for the purchase and installation of residential auxiliary electric generating equipment and for disruptions in electric or gas service.
Relates to the contents of emergency response plans required to be submitted to the public service commission by electric corporations; requires such plans to include details of staffing, equipment, and ability to perform toward certain standards; requires the public service commission to establish a time-based restoration schedule.
Relates to establishing requirements and penalties for combination utility companies during service outages; provides that a penalty for failure to reasonably comply with requirements that protect the overall reliability and continuity of combination utility company services shall be up to one hundred dollars per violation or for a pattern or practice of such violations up to one thousand dollars per violation.
