Provides that property receiving an agricultural assessment which is converted for purposes of oil or gas exploration shall be subject to payments equaling five times the taxes saved in the last year in which the land benefited from an agricultural assessment; exempts property converted for solar development from such payments.
Establishes the New York state renewable reclamation projects program to stimulate the development of renewable energy on certain brownfield sites, dormant electric generating sites, and real property.
Directs the department of public service, in conjunction with the New York state energy research and development authority, and the power authority of the state of New York to commission a study on the utilization of directional noise reduction optimization technology for wind turbines in New York state.
Relates to small business energy assistance and advocacy services; establishes the small business energy assistance and advocacy services program within the division for small-business; authorizes the division for small-business to initiate complaints to the public service commission regarding gas and electricity and steam heat.
This bill requires New York State to install electric vehicle (EV) charging stations at state-owned parking facilities with 50+ spaces. Facilities with 50-200 spaces must provide charging for at least 10% of spaces (or equivalent electrical capacity), while larger facilities (over 200 spaces) must provide for 20%. All stations must meet minimum electrical specs (40 amps, 208 volts) and comply with local electrical codes. The Office of General Services will handle installation, maintenance, and necessary electrical upgrades, with contracted work requiring prevailing wages. The law takes effect April 1st after enactment.
Prohibits the establishment or enforcement of regulations on the percentage of zero-emission vehicles in manufacturers' sales fleets of medium-duty and heavy-duty vehicles until the availability of charging infrastructure, and the cost and availability of zero-emission medium-duty and heavy-duty vehicles makes the sale of such vehicles more practicable.
This bill requires electric and gas utility companies in New York to provide customers with a $100 credit for each 24-hour period their power is out for 24 hours or more. It directly affects residential and commercial customers who experience extended outages. The credit is automatically applied to the customer's future bills, reducing charges until the credit amount is fully used, without requiring customers to request it or pay upfront. The credit applies only to outages exceeding one full day and cannot be paid out as cash.
Provides for direct-pay tax abatement credits for solar electric generating systems and electric energy storage systems in connection with eligible buildings; provides such eligible properties shall include: 501(c)(3) corporations, associations, organizations or trusts and income-restricted affordable housing properties.
Establishes the mechanical insulation energy savings program to provide grants for qualified mechanical insulation expenditures to school districts, public hospitals, public housing buildings, and political subdivisions that have completed a qualified audit.
Relates to establishing the New York state grid modernization commission; provides the commission shall conduct a study of research, development and demonstrations of electric grid modernization and shall issue such report to the state energy planning board for consideration in the state energy plan.
