Air America Act of 2022 This bill establishes the service of Air America employees as qualifying service for purposes of the Civil Service Retirement System. (Air America was a government-owned airline that provided air transport for certain covert operations in Southeast Asia, including Laos and Vietnam, between 1950 and 1976.) The bill applies to U.S. citizens who were employees of Air America or another affiliated company, as specified, between January 1, 1950, and December 31, 1976. Benefit applications must be filed within two years of the date of enactment of this bill.

Ensuring Seniors' Access to Quality Care Act This bill repeals certain restrictions under Medicare and Medicaid that prohibit the approval of nurse-aide training and competency evaluation programs in skilled nursing facilities that have been subject to specified regulatory actions (e.g., civil penalties) for substandard quality of care. The Centers for Medicare & Medicaid Services (CMS) must still disapprove such programs for up to two years; however, the CMS must rescind the disapproval upon completion of corrective action and may require additional oversight of the program for purposes of rescission. The bill also allows Medicaid and Medicare providers (e.g., skilled nursing facilities) to access, through the National Practitioner Data Bank, disciplinary information for affiliated physicians and other health care practitioners, as reported by state licensing authorities.

American Technology Leadership Act of 2022 This bill establishes an Office of Global Competition Analysis. The purposes of the office are to carry out a program of analysis on U.S. leadership in technology and innovation sectors critical to national security and economic prosperity relative to other countries, particularly those countries that are strategic competitors of the United States; and support policy development and decision-making to ensure U.S. leadership in technology and innovation sectors critical to national security and economic prosperity. To carry out the purposes, the office shall enter into an agreement with a public-private or a federally funded research and development center, a university affiliated research center, or consortium of such centers. Periodically, the Office of Science and Technology Policy (OSTP), the National Economic Council, and the National Security Council, in coordination with other executive agencies, shall jointly determine the analytical priorities of the office.

This resolution expresses support for the rights, freedoms, and equal treatment of lesbian, gay, bisexual, transgender, and queer (LGBTQ) individuals. The resolution r ecognizes that LGBTQ rights are human rights and protected by the laws of the United States and international treaties. Additionally, the resolution encourages the celebration of LGBTQ Pride Month in June.

Augmenting Compatibility and Competition by Enabling Service Switching Act of 2022 or the ACCESS Act of 20 22 This bill requires large communications platform providers with more than 100 million monthly users (e.g., Facebook, Instagram, Twitter, etc.) to establish interfaces (e.g., application programming interfaces [APIs]) that make user data portable and services interoperable. These interfaces must be made available for users and competitor platforms to access and transfer such user data. Competitors accessing user data through an interface must keep the data reasonably secure and may not use it for commercial purposes. Users also may designate third parties that meet certain requirements, including registering with the Federal Trade Commission (FTC), to manage their user data. A communications platform may place reasonable limits on competitors' access to its interoperability interface. The bill further requires the National Institute of Standards and Technology to develop model technical standards for implementing platform interoperability.

Financial Data Transparency Act of 2022 This bill requires federal financial regulatory agencies to adopt specified data standards with respect to format, searchability, and transparency. The bill also decreases, beginning September 30, 2031, the cap on the surplus funds of the Federal Reserve banks. (Amounts exceeding this cap are deposited in the general fund of the Treasury.) The Government Accountability Office must report on the feasibility of applying the taxonomy established by this bill to the wider federal government.

All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.
