Veteran Overmedication and Suicide Prevention Act of 2021 This bill requires the Department of Veterans Affairs (VA) to contract with the National Academies of Sciences, Engineering, and Medicine to report on the deaths of covered veterans who died by suicide during the last five years, regardless of whether information relating to such deaths has been reported by the Centers for Disease Control and Prevention. A covered veteran is any veteran who received VA hospital care or medical services during the five-year period preceding the veteran's death. Among other elements, the report shall include the total number of covered veterans who died by suicide, violent death, or accidental death, as well as certain demographic information.

Child and Animal Abuse Detection and Reporting Act This bill requires the Children’s Bureau of the Administration for Children and Families to disseminate information through the National Clearinghouse on Child Abuse and Neglect Information about the incidence of cases of child abuse that involve abuse to animals.

Protecting Americans from Unnecessary Spread upon Entry from COVID-19 Act of 2021 or the PAUSE Act of 2021 This bill maintains immigration restrictions put in place under public health emergency authorities to prevent the introduction of COVID-19 (i.e., coronavirus disease 2019) from foreign countries. Specifically, the bill prohibits the Department of Health and Human Services from rescinding or reducing the stringency of the restrictions. It also prohibits the Department of Homeland Security from stopping or reducing enforcement of the restrictions. These prohibitions remain in effect until (1) federal and state COVID-19 emergency orders are lifted, and (2) the risk of introducing COVID-19 in or from Canada and Mexico is minimal.

Mental Health Access Improvement Act of 2021 This bill provides for coverage of marriage and family therapist services and mental health counselor services under Medicare. It also excludes such services from the skilled nursing facility prospective payment system, and authorizes marriage and family therapists and mental health counselors to develop discharge plans for post-hospital services.

Federal Accountability in Chemical Testing Act or the FACT Act This bill requires the Interagency Coordinating Committee on the Validation of Alternative Methods to report on progress in developing, validating, and promoting regulatory acceptance and use of toxicological testing methods that replace or reduce the use of animals. Federal agencies that require or recommend toxicological testing must provide the committee with information necessary for this reporting.

Securing America's Medicine Cabinet Act of 2021 This bill encourages the development and approval of advanced pharmaceutical manufacturing technologies and designates certain university research centers to assist in developing such technologies. The Food and Drug Administration (FDA) must continue to evaluate and approve new drug manufacturing technologies included in an application for drug approval and expedite the development and implementation of such technologies. The FDA must designate such a technology as an advanced manufacturing technology if it is likely to (1) prevent or resolve a drug shortage, (2) maintain an adequate supply of critical medications for national emergencies, or (3) promote the adoption of innovative approaches to drug design and manufacturing. The sponsor of such a designated technology must provide the FDA with certain related scientific evidence. After receiving this evidence, if the FDA validates the technology for a proposed use, then the sponsor may use the validated technology across multiple manufacturing product lines within the same use context without obtaining additional FDA validation. The FDA must designate certain institutions of higher education as National Centers of Excellence in Advanced Pharmaceutical Manufacturing. Among other requirements, such centers must demonstrate the ability to provide federal agencies with technical assistance and to train a future workforce in such technologies.

Comprehensive Access to Robust Insurance Now Guaranteed for Kids Act or the CARING for Kids Act This bill permanently extends the Children's Health Insurance Program (CHIP) and related measures, programs, and authorities. Specifically, the bill permanently funds CHIP and related programs that support the development of child health quality measures and outreach and enrollment efforts. The bill also permanently authorizes the Medicaid and CHIP express lane eligibility option, which allows states to use information from designated programs (e.g., the Supplemental Nutrition Assistance Program) to streamline eligibility determinations for children.

This bill prohibits the use of federal funds to seek U.S. membership in the World Health Organization (WHO), or to make contributions to the WHO, until the President makes certain certifications to Congress. Specifically, the prohibition shall apply until the President certifies that the WHO (1) has adopted reforms to ensure that humanitarian assistance is not politicized; (2) is not under the control of the Chinese Communist Party (CCP) and is not involved in a cover-up of the CCP's response to the COVID-19 (i.e., coronavirus disease 2019) pandemic; (3) has granted observer status to Taiwan; (4) does not divert humanitarian or medical supplies to Iran, North Korea, or Syria; and (5) has put in place mechanisms to increase transparency and eliminate waste, fraud, and abuse.

Bicycle Commuter Act of 2021 This bill modifies provisions relating to the tax exclusion for employer-provided fringe benefits for bicycle commuting. Specifically, the bill (1) repeals the suspension (for the period between 2018 and the end of 2025) of the exclusion, (2) includes bikeshare (a bicycle rental operation providing for pick up and drop off) and low-speed electric bicycle within the definition of bicycle for purposes of the exclusion, and (3) modifies the limitation on the exclusion to provide for a specified monthly limitation amount (i.e., 30% of the parking fringe benefit amount).

No Pay Raise for Congress Act This bill cancels the automatic adjustment to the pay of Members of Congress that is based on the employment cost index if the Congressional Budget Office determines that there was a federal budget deficit in the last fiscal year.
