Supporting Children's Mental Health Care Access Act of 2022 This bill reauthorizes through FY2027 and makes changes to grants for states, localities, and Indian tribes to promote the integration of behavioral health in pediatric primary care through statewide or regional telehealth access programs. Specific changes include allowing grant recipients to use funds to support schools and emergency departments.

Magnet Schools Accessibility, Growth, and Nonexclusionary Enrollment Transformation Act of 2022 or the MAGNET Act of 2022 This bill reauthorizes through FY2025 and expands the Magnet Schools Assistance Program (MSAP), which provides grants to eligible local educational agencies (LEAs) to establish and operate magnet schools that are operated under a court-ordered or federally approved voluntary desegregation plan. The bill authorizes a new grant program under MSAP to award grants to LEAs and state educational agencies for increasing diversity in magnet schools.

Small Business Administration Franchise Loan Transparency Act of 2021 This bill requires a franchisor seeking guaranteed lending from the Small Business Administration to disclose historical revenue and store-closure information to any prospective franchisee before the loan will be approved.

Suicide Training and Awareness Nationally Delivered for Universal Prevention Act of 20 21 or the STANDUP Act of 2021 This bill requires the Department of Health and Human Services (HHS), when awarding certain grants for priority mental-health needs, to give preference to state, tribal, and local educational agencies that plan to implement evidence-based suicide awareness and prevention training policies. HHS may also consider suicide rates in the applicable jurisdiction and other factors when awarding the grants. In addition, HHS must coordinate with the Department of Education and the Department of the Interior to provide educational agencies with best practices for these training policies.

"Six Triple Eight" Congressional Gold Medal Act of 2021 This bill provides for the award of a Congressional Gold Medal to the women of the 6888th Central Postal Directory Battalion (commonly known as the Six Triple Eight) in recognition of their pioneering military service, devotion to duty, and contributions to increase the morale of personnel stationed in the European theater of operations during World War II.

Closing Health Coverage Gaps for Public Servants Act This bill eliminates the ability for nonfederal governmental group health plans to opt out of certain coverage requirements, such as parity in providing benefits for mental health and substance use disorder benefits.

Big Oil Windfall Profits Tax Act This bill imposes an excise tax on the windfall profits of crude oil on taxpayers who extracted and imported more than 300,000 barrels (a barrel equals 42 U.S. gallons) of taxable crude oil (i.e., crude oil, crude oil condensates, and natural gasoline) in 2019, or who extracted and imported that amount in the current calendar quarter. The bill requires rebates of the tax collected to be paid to individual taxpayers. The bill establishes the Protect Consumers from Gas Hikes Fund to finance such rebates.

Pension Risk Transfer Accountability Act of 2021 This bill requires the Department of Labor to (1) review the fiduciary standards that apply to the selection of an annuity provider for certain defined benefit pension plans, and (2) assess any risk to plan participants from such standards.

Promoting Public Health Information Act This bill sets out programs and activities to support the communication and dissemination of evidence-based public health information, with a particular focus on communication during public health emergencies. Specifically, it temporarily establishes an advisory committee to report on and make recommendations about, for example, the role and impact of misinformation on responses to public health emergencies and strategies to improve communication during such emergencies. The committee terminates four years after the bill's enactment. Additionally, the Department of Health and Human Services must support the development of initiatives that promote fact-based public health and medical information to the public and educate the public on identifying misinformation.

Highlands Conservation Reauthorization Act of 2021 This bill extends through FY2028 the Highlands Conservation Act, which provides for land conservation in Highlands states (i.e., Connecticut, New Jersey, New York, and Pennsylvania). The bill authorizes the Fish and Wildlife Service to add a municipality to the Highlands region upon the request of a Highlands state. The bill revises the way in which land is identified for conservation to require using the best available science and geographic information systems. The bill allows political subdivisions of states to enter into agreements with the Department of the Interior for land conservation projects. A Highland state that receives funds for a land conservation partnership project may not use more than 5% of the funds to administer that project. The bill extends through FY2028 Forest Service and other Department of Agriculture programs to conserve land and natural resources in the Highlands region.
