QUEST Act of 2021 This bill directs the Department of Energy to establish and carry out a program (to be known as the Quantum User Expansion for Science and Technology program or the QUEST program) to encourage and facilitate access to U.S. quantum computing hardware and quantum computing clouds for research purposes in order to (1) enhance the quantum research enterprise of the United States, (2) educate the future quantum computing workforce, and (3) accelerate the advancement of U.S. quantum computing capabilities.

Quantum Network Infrastructure Act of 2021 This bill directs the Department of Energy (DOE) to carry out a research, development, and demonstration program to accelerate innovation in quantum network infrastructure in order to (1) facilitate the advancement of distributed quantum computing systems through the internet and intranet, (2) improve the precision of measurements of scientific phenomena and physical imaging technologies, and (3) develop secure national quantum communications technologies and strategies. DOE shall submit to Congress a four-year research plan that identifies and prioritizes basic research needs relating to quantum network infrastructure.

This resolution expresses the sense of the House of Representatives that Iran's decision to enrich uranium to 20% purity (a point from which it is quicker to develop weapons-grade uranium) is escalatory and that Iran should immediately reverse this decision and abandon its pursuit of a nuclear weapon.

Passports for Purple Hearts Act This bill exempts Purple Heart recipients from fees associated with obtaining a passport.

Hong Kong Safe Harbor Act This bill designates certain Hong Kong residents with priority status for refugee consideration and contains other related provisions. An individual and certain family members shall have such priority status if the individual (1) is a Hong Kong resident who suffered persecution or has a well-founded fear of persecution as a result of peaceful political activity; or (2) has been formally charged, detained, or convicted for certain peaceful actions. An individual receiving refugee status under this bill shall not be counted against various numerical limitations. When determining whether an individual shall be admitted as a refugee under this bill, an individual whose citizenship, nationality, or residency was revoked for submitting a nonfrivolous application for a U.S. immigration benefit shall be considered to have suffered persecution on account of political opinion. The general presumption that an alien is seeking immigrant status shall not apply to certain Hong Kong residents seeking asylum into the United States. (Typically, an alien seeking admission as a nonimmigrant must establish that the alien does not intend to immigrate to the United States.) This exception to the presumption shall apply to certain individuals involved in the 2019 and 2020 protests against China's encroachment into Hong Kong's autonomy (Hong Kong is a part of China but has a separate legal and economic system). An individual from Hong Kong may not be denied admission into the United States if the primary reason for the denial is a politically motivated government action against the individual's involvement in protests.

This concurrent resolution states that President Donald J. Trump has acted in a manner grossly incompatible with self-governance and the rule of law. The resolution censures and condemns President Trump for trying to unlawfully overturn the 2020 presidential election and violating his oath of office on January 6, 2021. It affirms that Joseph R. Biden, Jr. was duly elected as the 46th President on November 3, 2020; was certified as the winner of the election by a Joint Session of Congress on January 6, 2021; and will be lawfully sworn into office on January 20, 2021.

This joint resolution proposes an amendment to the Constitution to require that the Supreme Court consist of nine Justices.

Research Investment to Spark the Economy Act of 2021 or the RISE Act of 2021 This bill authorizes the Departments of Agriculture, Commerce, Defense, Education, Energy, the Interior, Health and Human Services, and Transportation, National Aeronautics and Space Administration (NASA), National Science Foundation, and Environmental Protection Agency to provide support for research regarding COVID-19 (i.e., coronavirus disease 2019) or research disrupted by the COVID-19 pandemic. Support may be used to provide supplemental funding to extend the duration of a grant to a research institution, national laboratory, or individual that was awarded prior to the enactment of this bill, or to expand the purposes of such a grant as specified; issue awards to research the effects of the current pandemic and potential future pandemics; and provide flexibility on awards to account for facility closures or other limitations during the COVID-19 public health emergency. Agencies must provide the support as rapidly as possible. Provided funds shall remain available through FY2021.

Alzheimer's Caregiver Support Act This bill authorizes grants to expand training and support services for families and caregivers of individuals living with Alzheimer's disease or a related dementia. The Department of Health and Human Services may award these grants to community organizations and health care and social service providers.

Stop the High-Speed Money Pit Act This bill prohibits the use of federal funds for a high-speed rail corridor development project in California that is the same or substantially similar to the project that is the subject of a cooperative agreement entered into on December 16, 2009, between the California High-Speed Rail Authority and the Federal Railroad Administration.
