To amend the Clean Air Act with respect to the ethanol waiver for Reid Vapor Pressure under that Act, and for other purposes.

Nationwide Consumer and Fuel Retailer Choice Act of 2025 This bill amends the Clean Air Act to address the limitations on Reid Vapor Pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season. Specifically, the bill applies the waiver for Reid Vapor Pressure requirements that is applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with up to 15% ethanol (E15). This change allows gasoline that is blended with 10% to 15% ethanol to be sold year-round. Currently, states may be excluded from the waiver for Reid Vapor Pressure requirements by submitting documentation supporting that the waiver would increase air pollution. The bill nullifies existing state exclusions, but states may submit documentation after enactment of the bill to be excluded going forward. The bill also modifies the Renewable Fuel Standard Program, which requires transportation fuel sold or introduced into commerce in the United States to contain minimum volumes of renewable fuel. Under the existing program, obligated parties, such as small refineries, must satisfy the volume obligations by either blending renewable fuels into their gasoline or diesel fuel products or by acquiring credits that represent the required renewable fuel volume. The bill directs the Environmental Protection Agency to return compliance credits to small refineries under certain circumstances.

EQUALS Act of 2025

Maddy summaryThe EQUALS Act of 2025 extends the probation period for most federal employees in the competitive service from one year to two years, while setting a one-year probation for preference-eligible employees (such as veterans). It also establishes a two-year "trial period" for employees in the excepted service (e.g., certain security roles), with a one-year period for preference eligibles. The bill requires federal agencies to formally evaluate employees during this period and certify in writing whether continued employment serves the public interest before the probation ends, with specific notice deadlines for employees and supervisors. Exceptions include supervisors, the U.S. Postal Service, and Congress.

Interstate Ferry Fairness Act

Maddy summaryThe Interstate Ferry Fairness Act allows privately owned ferries and ferry terminals operating between two adjoining states to receive federal funding for construction and purchase. Under this legislation, private ferry operators can apply for federal assistance if the Secretary of Transportation determines the project provides substantial public benefits or meets surface transportation needs. The bill also permits privately owned ferries to charge fares that cover operational costs plus a reasonable rate of return approved by the Secretary. These changes expand eligibility for the Ferry Boat Program beyond publicly owned vessels, while maintaining oversight on fare structures and fund usage.

Guidance Clarity Act of 2025

Maddy summaryThe Guidance Clarity Act requires federal agencies to include a clear statement on all guidance documents, explaining that the guidance does not have the force of law and is not binding on the public or the agency. This statement must be prominently displayed on the first page of the document and specify that it is intended only to clarify existing legal requirements. Agencies must begin using this statement 30 days after the Office of Management and Budget (OMB) issues implementing guidance, which OMB must provide within 90 days of the bill's enactment. The bill directly affects all federal agencies that issue guidance under specific legal authority, ensuring transparency about the non-binding nature of such communications.

Mammoth Cave National Park Boundary Adjustment Act of 2025

Maddy summaryThis bill would expand Mammoth Cave National Park by adding approximately 551 acres of land in Edmonson and Barren Counties, Kentucky, to the park's existing boundaries. The legislation modifies existing law to allow the Secretary of the Interior to acquire this specific parcel of land, as shown on a map dated May 2025. The acquisition is subject to a financial threshold adjusted for inflation, referenced in the updated law. This change directly affects the park's management and the landowners whose property would be added to the protected area.

No Tax on Takings Act

Maddy summaryThis bill prevents property owners from paying income tax on the profit they make when the government takes their land or buildings through eminent domain (such as for public projects) or when they sell due to immediate threat of taking. It creates a new tax exclusion in the Internal Revenue Code, meaning the government's payment for the property isn't counted as taxable income. Property owners can choose to waive this exclusion and pay tax on the gain if they prefer. The bill directly affects homeowners and businesses facing government acquisitions using eminent domain powers.

Energy Choice Act

Maddy summaryThis bill prevents state or local governments from banning or restricting energy connections (like installation, modification, or access) based on the type or source of energy, such as electricity, natural gas, or renewable fuels. It directly affects consumers choosing energy providers and energy companies seeking to offer services. The key provision prohibits local laws, regulations, or policies that limit energy services sold in interstate commerce, covering all energy types listed in the bill’s definitions. It does not create new programs but limits regulatory authority at the state or local level. The law aims to ensure open access to diverse energy sources without source-based restrictions.

MARINA Act

Maddy summaryHR 7248 (MARINA Act) standardizes fees and lease terms for marinas operating on Corps of Engineers waterways. It caps rent at 1% of marina sales (including food, fuel, and boat services), creates fixed administrative fee tiers ($50,000 for major projects, $5,000 for moderate reviews, $1,000 for routine matters), and sets minimum lease terms at 50 years for initial agreements. The bill also prohibits requiring wages above federal minimum wage and mandates a public fee schedule. It directly affects all marina operators under Corps leases, ensuring consistent pricing and reducing arbitrary fees across all districts.

District of Columbia Home Rule Improvement Act of 2025

Maddy summaryHR 5183 (District of Columbia Home Rule Improvement Act of 2025) modifies the process for Congress to review District of Columbia laws and mayoral actions. It extends the congressional review period from 30 to 60 days, allows disapproval of specific provisions within a law (not just entire laws), and prohibits the Council from resubmitting laws substantially identical to those previously disapproved by Congress. The bill also requires annual congressional hearings where DC's leadership reports on the District's condition and needs. These changes aim to clarify and streamline the home rule review process for DC legislation and executive actions.

Reorganizing Government Act of 2025

Maddy summaryHR 1295, the Reorganizing Government Act of 2025, amends federal law to streamline executive branch operations. It requires all executive departments (like the Departments of Defense or Education) to eliminate unnecessary programs, reduce federal employee numbers, and cut burdensome regulations that increase compliance costs. The bill updates deadlines for reorganization plans from 1984 to 2026 and explicitly mandates that all government operations must serve the public interest. These changes apply broadly across the federal government, focusing on efficiency and cost reduction.
