Developing Responsible Individuals for a Vibrant Economy Act or the DRIVE-SAFE Act This bill directs the Department of Transportation to promulgate regulations to implement an apprenticeship program for licensed commercial motor vehicle drivers under the age of 21. Under the program, an apprentice must complete two probationary periods that total 400 hours of on-duty time, of which at least 240 hours must be driving time in a commercial motor vehicle. Additionally, the apprentice must be accompanied in the cab of the commercial motor vehicle by an experienced driver. Further, the bill requires all commercial motor vehicles used in the program for training to be equipped with safety technology such as active braking collision mitigation systems and video event capturing systems. An employer shall not knowingly allow, require, permit, or authorize a driver under the age of 21 to operate a commercial motor vehicle unless the driver is participating in, or has completed, an apprenticeship program that meets the requirements set forth in this bill.

Advanced Nuclear Deployment Act This bill sets forth requirements to provide for the rapid deployment of new nuclear reactors. Specifically, the bill excludes from Nuclear Regulatory Commission (NRC) fees preapplication activities and review of an application for an early site permit to demonstrate an advanced nuclear reactor on a Department of Energy (DOE) or Department of Defense site. The NRC must also develop and implement (1) risk-informed and performance-based strategies and guidance to license and regulate micro-reactors, and (2) schedules to complete review activities applicable to the licensing of micro-reactors within two years. In addition, the NRC must establish and carry out an expedited procedure for issuing a combined license to construct a new nuclear reactor on or adjacent to a site that already has an existing reactor. Finally, the bill establishes a pilot program that allows DOE to make long-term power purchase agreements for power generated by commercial nuclear reactors.
Death Tax Repeal Act This bill repeals the estate and generation-skipping transfer taxes. It also makes conforming amendments related to the gift tax.
Treatment and Relief through Emerging and Accessible Therapy for PTSD Act or the TREAT PTSD Act This bill requires the Department of Veterans Affairs (VA) and the Department of Defense (DOD) to furnish stellate ganglion block to certain veterans or members of the Armed Forces (including reserve components) diagnosed with post-traumatic stress disorder (PTSD). Blocking the stellate ganglion (a group of nerves at the base of the neck) by injecting a local anesthetic is a treatment that may alleviate PTSD symptoms. The bill authorizes this treatment for any veteran or member of the Armed Forces who (1) is enrolled in the VA health care system or TRICARE program, (2) has been diagnosed with PTSD, and (3) has elected to receive stellate ganglion block after being informed by a physician of the risks and benefits. Such treatment may be furnished at a VA medical center, DOD medical facility, or through health care provider under the Veterans Community Care Program or TRICARE health insurance program. The bill also requires the VA and DOD to update the VA/DOD Clinical Practice Guideline (CPG) for the Management of PTSD to ensure that information about stellate ganglion block is included.

Modernize Nuclear Reactor Environmental Reviews Act This bill directs the Nuclear Regulatory Commission to report on its efforts to facilitate efficient, timely environmental reviews of nuclear reactors through expanded use of categorical exclusions, environmental assessments, and generic environmental impact statements in lieu of environmental impact statements as required under the National Environmental Policy Act of 1969. The commission must promulgate a final rule to (1) establish an optional generic environmental impact statement that may be used in the licensing process for nuclear reactors, and (2) eliminate or modify the list of actions that require environmental impact statements.
End Lockdowns Now Act This bill prohibits federal lockdowns and requires recipients of COVID-19 (i.e., coronavirus disease 2019) recovery aid to provide a reopening plan to the Department of the Treasury. Specifically, the reopening plan must include a detailed description of how the recipient plans to reopen schools for in-person learning, remove restrictions on business activity, lift restrictions on religious services and other social gatherings, and assist families and small businesses in economic recovery. The plan shall include a description of how the reopening plan was developed and the steps that were taken to include input from local small businesses and the public. The bill provides for the recovery of funds by the federal government if the Treasury Office of Inspector General determines that a recipient has failed to comply with this bill's requirements. Neither the President nor any executive branch official shall take any action to issue a blanket ban on interstate travel or impose a national lockdown order or nationwide quarantine.
Student Loan Reform Act This bill requires the Department of Education to carry out a program that allows participating institutions of higher education (IHEs) to cosign certain Federal Direct Loans made to its enrolled students. An IHE that participates in the program assumes the obligation to repay the outstanding balance of principal and interest due on the loan over 10 years if the borrower defaults on the loan.
Research Investment to Spark the Economy Act of 2021 or the RISE Act of 2021 This bill authorizes the Departments of Agriculture, Commerce, Defense, Education, Energy, the Interior, Health and Human Services, and Transportation, National Aeronautics and Space Administration (NASA), National Science Foundation, and Environmental Protection Agency to provide support for research regarding COVID-19 (i.e., coronavirus disease 2019) or research disrupted by the COVID-19 pandemic. Support may be used to provide supplemental funding to extend the duration of a grant to a research institution, national laboratory, or individual that was awarded prior to the enactment of this bill, or to expand the purposes of such a grant as specified; issue awards to research the effects of the current pandemic and potential future pandemics; and provide flexibility on awards to account for facility closures or other limitations during the COVID-19 public health emergency. Agencies must provide the support as rapidly as possible. Provided funds shall remain available through FY2021.
