Taiwan PLUS Act This bill provides Taiwan with preferential treatment when receiving U.S. defense articles and services. Specifically, Taiwan shall be subject to the requirements and procedures that apply to certain U.S. partners and allies, such as North Atlantic Treaty Organization (NATO) member countries, South Korea, and Australia. Under this bill, certain defense transfers to Taiwan shall be subject to less stringent requirements, such as shorter waiting periods and higher minimum value thresholds before various oversight requirements kick in. Taiwan shall also be eligible to receive certain fee reductions and waivers related to defense transfers. Taiwan shall receive such treatment for the five-year period starting from this bill's enactment, and the Department of State may extend this treatment for additional five-year periods if doing so would support U.S. national security interests.

This bill requires the President's annual budget submission to Congress to include estimates of the cost per individual taxpayer for (1) the public debt, and (2) any projected budget deficit for the fiscal year.
Jumpstart Our Businesses by Supporting Students Act of 2021 or the JOBS Act of 2021 This bill expands student eligibility for Pell Grants by establishing the Job Training Federal Pell Grant program. Specifically, the bill requires the Department of Education to award a job training Pell Grant to a student who does not have a degree; attends an institution of higher education (IHE); is enrolled in a career and technical education program at an IHE that provides 150 to 600 clock hours of instructional time over a period of 8 to 15 weeks and provides training aligned with high-skill, high-wage, or in-demand industry sectors (i.e., job training programs); and meets all other eligibility requirements for a Pell Grant. It also specifies that any period during which a student receives a job training Pell Grant counts toward that student's Pell Grant eligibility period.
This resolution honors the life and legacy of former Representative Ronald Wright and extends the condolences of the House of Representatives to his wife and family.
Medicare Multi-Cancer Early Detection Screening Coverage Act of 2021 This bill provides for Medicare coverage and payment for multi-cancer early detection screening tests that are approved by the Food and Drug Administration and that are used to screen for cancer across many cancer types.
This bill directs the Speaker of the House and the President pro tempore of the Senate to arrange for the award of three Congressional Gold Medals to the U.S. Capitol Police (USCP) and other law enforcement agencies that protected the U.S. Capitol on January 6, 2021. Following the award of these medals, one medal shall be given to the USCP, one medal shall be given to the Metropolitan Police Department of the District of Columbia, and one medal shall be given to the Smithsonian Institution and displayed with a plaque listing all law enforcement agencies that participated in protecting the Capitol on January 6, 2021.
Global War on Terrorism Memorial Location Act This bill authorizes the establishment of a National Global War on Terrorism Memorial in the area of the National Mall.
Highway Formula Fairness Act This bill modifies the formula that the Department of Transportation uses to apportion federal highway funds among the states for the national highway performance program, the surface transportation block grant program, the highway safety improvement program, the congestion mitigation and air quality improvement program, the national highway freight program, and metropolitan transportation planning.
This resolution requires the Clerk of the House of Representatives, after reading a bill's title, to read the estimated cost of the bill as determined by the Congressional Budget Office.
Sister City Transparency Act This bill requires the Government Accountability Office to study the activities of sister city partnerships involving foreign communities in countries that received a score of 45 or less on Transparency International's 2019 Corruption Perceptions Index. A sister city partnership is a formal agreement between a U.S. community and a foreign community that is recognized by Sister Cities International and that is operating within the United States. Among other elements, the required study must (1) identify oversight practices that U.S communities implement to mitigate the risks of foreign espionage and economic coercion within sister city partnerships, (2) assess the extent to which U.S. communities ensure transparency regarding sister city partnership contracts and activities, and (3) review the range of activities conducted within sister city partnerships.
