Freight RAILCAR Act of 2023

Freight Rail Assistance and Investment to Launch Coronavirus-Era Activity and Recovery Act of 2023 or the Freight RAILCAR Act of 2023 This bill provides a new tax credit through 2025 for 10% of freight railcar fleet modernization expenses (i.e., railcar replacement and modernization expenses for meeting fuel efficiency and performance standards). The bill provides that no more than 2,000 freight railcars per taxpayer may be taken into account for purposes of determining the credit in a taxable year. The Department of the Treasury must report to Congress on the credit to provide information on the number of times the credit was claimed and the number of railcars scrapped or built as a result of the credit.

Maddy summaryHR 558 amends the Defense Production Act to prohibit China, Iran, North Korea, and Russia (and entities they control) from purchasing or leasing property within 10 miles of designated sensitive sites. These sites include U.S. military bases, ports, government facilities, and other locations where foreign access could threaten national security through intelligence collection or surveillance. The bill requires the Committee to notify Congress of any violations and applies to transactions occurring after its enactment. It directly affects foreign entities from the listed countries seeking real estate near critical U.S. infrastructure.

Protect and Serve Act of 2023

Maddy summaryThis bill creates a new federal crime for assaulting law enforcement officers causing serious injury or death, with penalties up to 10 years in prison for serious injury and up to life for aggravated cases involving death, kidnapping, or attempted killing. It applies when offenses involve interstate travel, commerce, or target officers engaged in law enforcement duties. Federal prosecution requires Attorney General certification that state authorities cannot or will not handle the case, or that federal action is necessary for public safety. The law covers all law enforcement officers (state, local, and federal) who enforce criminal laws or detain individuals.

State Border Security Reimbursement Act of 2023

Maddy summaryHR 712, the State Border Security Reimbursement Act of 2023, requires the federal government to reimburse states that spent over $2.5 billion on border security costs between 2013 and 2023. It directly affects states like Texas, which reported spending more than $3.2 billion on border security during that period, as documented in the bill's findings. The bill mandates that eligible states submit detailed expense reports within 180 days of enactment, and the federal government must reimburse these costs within one year. This policy aims to address states' financial burden from covering what Congress deems a federal responsibility, without creating new funding streams.

HEAL Act

Maddy summaryThe HEAL Act (HR 603) requires the U.S. Holocaust Memorial Museum Director to study how public elementary and secondary schools teach about the Holocaust and related antisemitism. The study will examine curriculum requirements, teaching methods (like project-based learning), instructional materials, and assessment approaches across states and school districts. It specifically analyzes whether Holocaust education is mandatory, optional, or integrated across subjects, and how schools address antisemitism and genocide prevention. The resulting report, due within 180 days of the study or three years after enactment, will inform Congress but does not change current school policies. This is a data-gathering measure, not a policy mandate.

Defund Planned Parenthood Act of 2023

Maddy summaryThis bill prohibits federal funding to Planned Parenthood Federation of America and its affiliates for one year unless they certify they won't perform or fund abortions (with exceptions for rape/incest or life-threatening conditions). It redirects $235 million in existing funding to community health centers for women's health services like contraception, cancer screenings, and prenatal care. The bill explicitly states that redirected funds will continue to support all women's health services previously provided by Planned Parenthood. It also requires repayment of funds if Planned Parenthood violates the certification, and clarifies that overall federal funding for women's health services remains unchanged.

PELL Act

Maddy summaryHR 496, the PELL Act, creates "Workforce Pell Grants" to support short-term workforce training programs instead of traditional college degrees. It directly affects students enrolled in qualifying short programs (150-600 hours, 8-15 weeks) that align with in-demand jobs. To qualify, programs must meet strict standards: 70%+ completion rates, 70%+ job placement rates, and demonstrate graduates earn at least 150% above the poverty line within three years. The bill also requires annual public reporting of program outcomes like completion rates, job placement, and graduate earnings to ensure accountability.

Born-Alive Abortion Survivors Protection Act

Maddy summaryThis bill requires healthcare providers to give the same medical care to infants born alive during abortions as they would to any newborn, and to immediately admit such infants to a hospital. It mandates reporting of non-compliance to law enforcement and imposes penalties including up to 5 years in prison for violations. Women who undergo abortions can file civil lawsuits seeking money damages for injuries, three times the abortion cost, and punitive damages if care standards are not met. The bill also clarifies that abortion includes intentionally killing an unborn child or terminating pregnancy without specific exceptions (e.g., after viability to preserve life or removing a dead fetus).

Protecting America’s Strategic Petroleum Reserve from China Act

Maddy summaryHR 22, the *Protecting America’s Strategic Petroleum Reserve from China Act*, blocks the U.S. government from selling petroleum from the Strategic Petroleum Reserve to entities under Chinese Communist Party control or unless sellers guarantee the oil won’t be exported to China. It directly affects the Department of Energy’s management of the reserve and any foreign entities seeking to purchase reserve petroleum. The key mechanism requires the Secretary of Energy to prohibit sales to China-linked entities or impose strict export restrictions on any sale. This policy change aims to prevent strategic petroleum resources from reaching entities tied to China’s government.
