This resolution condemns the military coup that took place in Burma (Myanmar) on February 1, 2021. It also calls on the Burmese military to (1) release all those detained arbitrarily in the coup, (2) restore all forms of communications, and (3) return to power all members of the civilian government.

Foreign Advanced Technology Surveillance Accountability Act This bill requires the Department of State to include information on the status of surveillance and use of advanced technology in each foreign country in its annual country reports on human rights practices. Specifically, the State Department must describe in such reports the status of excessive surveillance and the use of advanced technology (e.g., facial recognition or biometric data collection) to impose (1) arbitrary or unlawful interference with privacy; or (2) unlawful or unnecessary restrictions on freedom of expression, peaceful assembly, association, or other internationally recognized human rights.

Taiwan PLUS Act This bill provides Taiwan with preferential treatment when receiving U.S. defense articles and services. Specifically, Taiwan shall be subject to the requirements and procedures that apply to certain U.S. partners and allies, such as North Atlantic Treaty Organization (NATO) member countries, South Korea, and Australia. Under this bill, certain defense transfers to Taiwan shall be subject to less stringent requirements, such as shorter waiting periods and higher minimum value thresholds before various oversight requirements kick in. Taiwan shall also be eligible to receive certain fee reductions and waivers related to defense transfers. Taiwan shall receive such treatment for the five-year period starting from this bill's enactment, and the Department of State may extend this treatment for additional five-year periods if doing so would support U.S. national security interests.

Fostering Postsecondary Success for Foster and Homeless Youth Act of 2021 This bill establishes a program through which the Department of Education (ED) must annually recognize institutions of higher education (IHEs) that offer outstanding services and programs to foster care and homeless youth. Further, ED must establish a Center for Fostering Postsecondary Success for Foster and Homeless Youth to assist IHEs with creating and maintaining their programs for these youth.

Protecting Investors' Personally Identifiable Information Act This bill prohibits the Securities and Exchange Commission (SEC) from requiring a national securities exchange, association, or a member of either to provide a market participant's personally identifiable information to satisfy the reporting requirements of the Consolidated Audit Trail (which tracks market activity). However, this information must be provided to the SEC upon request. The SEC must destroy the information not later than one day after the conclusion of the matter for which this information was required.

Increasing Access to Quality Cardiac Rehabilitation Care Act of 2021 This bill accelerates and expands certain changes that are scheduled to take effect relating to the coverage of cardiac, intensive cardiac, and pulmonary rehabilitation programs under Medicare. Currently, such programs require physician supervision. Effective January 1, 2024, physician assistants, nurse practitioners, and clinical nurse specialists may also supervise these programs. The bill expedites the effective date of these changes to January 1, 2022, and also allows these practitioners to administer programs in their offices, prepare and sign treatment plans, and prescribe exercise.

Medicare Multi-Cancer Early Detection Screening Coverage Act of 2021 This bill provides for Medicare coverage and payment for multi-cancer early detection screening tests that are approved by the Food and Drug Administration and that are used to screen for cancer across many cancer types.

This bill directs the Speaker of the House and the President pro tempore of the Senate to arrange for the award of three Congressional Gold Medals to the U.S. Capitol Police (USCP) and other law enforcement agencies that protected the U.S. Capitol on January 6, 2021. Following the award of these medals, one medal shall be given to the USCP, one medal shall be given to the Metropolitan Police Department of the District of Columbia, and one medal shall be given to the Smithsonian Institution and displayed with a plaque listing all law enforcement agencies that participated in protecting the Capitol on January 6, 2021.

Global War on Terrorism Memorial Location Act This bill authorizes the establishment of a National Global War on Terrorism Memorial in the area of the National Mall.

This resolution (1) recognizes Girl Scouts of the United States of America for 109 years of inspiring girl leadership and encourages them to continue to support the leadership development of girls, and (2) congratulates all Girl Scouts who earned the Gold Award in 2020.
