Labor & Employment (Collective Bargaining)

Requires that an agreement between a qualified data center user or quantum computing research, advanced computing, and defense infrastructure network operator and the Indiana economic development corporation for a specific transaction award certificate includes a requirement that the user or operator limit bids or requests for proposals for the project to labor unions or employers that have project labor agreements.

Repeals the Hoosier alliance against drugs, the advisory committee on the oral history of the general assembly, and the Wendell L. Willkie memorial commission. Removes expired provisions located within Indiana Code sections. Limits collective bargaining with school bus drivers to the subjects allowed in collective bargaining with teachers. Provides that the prohibited subjects of collective bargaining with teachers apply to collective bargaining with school bus drivers. Makes conforming changes and technical corrections.

Provides that the chapter regarding the limitation on the issuance of injunctions for labor disputes does not apply to a case to obtain a workplace violence restraining order to protect an employee from unlawful violence or a credible threat of violence solely related to a dispute arising between two employees over their own personal controversy if the dispute does not involve claims governed by a collective bargaining agreement.

Specifies additional conditions pertaining to the use of secret ballot elections in unionization efforts and employee personal contact information that an employer must comply with to be eligible to receive a tax credit, tax deduction, grant, loan, or loan guarantee (job creation incentive) from the Indiana economic development corporation (IEDC). Requires the IEDC to enter into a separate agreement with a recipient of a job creation incentive to recover the value of the job creation incentive if the recipient does not comply with the conditions added by the bill. Specifies the term of the separate agreement in relation to the value of the job creation incentive. Requires the IEDC to investigate reports of noncompliance with the conditions added by the bill during the period when the separate agreement is in effect and to provide those findings to the office of the attorney general for the initiation of proceedings for recovery of job creation incentives.
