Stop Flood Insurance Rate Hikes Act This bill allows National Flood Insurance Program policyholders to elect to pay premiums at the rate in effect prior to the implementation of Risk Rating 2.0 and to receive refunds for previously paid premiums. Risk Rating 2.0 bases premium rates on an individual property's specific flood risk instead of the flood risk of a general location and property type. Policyholders may elect to pay the previous rate until the Federal Emergency Management Agency performs several actions regarding Risk Rating 2.0, including publishing all data and methods used to calculate premium rates under Risk Rating 2.0, creating an online database where policyholders can see premium rates for their property using specified calculations, and publishing an assessment of the economic, social, and environmental impacts of Risk Rating 2.0.

Designates the facility of the United States Postal Service located at 33 Coxe Avenue, in Asheville, North Carolina, as the "Dorothy Hansine Andersen Post Office."

This resolution supports the preservation of the stepped-up basis tax rule that allows recipients of inherited assets such as land, equipment, or buildings to adjust the cost basis of the assets to reflect their fair market value. The resolution opposes any efforts to impose new taxes on family farms or small businesses and recognizes the importance of generational transfers of farm and family-owned businesses.

COVID-19 American History Project Act This bill directs the American Folklife Center at the Library of Congress to establish a history project to be known as the COVID-19 American History Project to collect and make publicly available individual stories and records of experiences during the COVID-19 pandemic in the United States. The bill includes a requirement to collect video and audio recordings of personal histories and testimonials of those who were affected by the pandemic. The Librarian of Congress may solicit and accept donations of funds and in-kind contributions to carry out the project, subject to this bill.

This resolution honors the life and legacy of the late Representative Don Young and directs the Sergeant at Arms to designate a Don Young Reserved Seat on the floor of the chamber of the House of Representatives.

This joint resolution nullifies the rule titled Patient Protection and Affordable Care Act; Updating Payment Parameters, Section 1332 Waiver Implementing Regulations, and Improving Health Insurance Markets for 2022 and Beyond , which was issued by the Centers for Medicare & Medicaid Services and the Department of the Treasury on September 27, 2021. The rule expands the open enrollment period for individual health coverage and rescinds the previous interpretation of certain requirements relating to Section 1332 waivers (also known as State Innovation Waivers or State Relief and Empowerment Waivers).

Championing Local Efforts to Advance Resilience Act of 2022 or the CLEAR Act of 2022 This bill directs the Department of Housing and Urban Development to award grants to states, Indian tribes, and territories for establishing or maintaining (or both) an office responsible for planning, program implementation, technical assistance, and related efforts to address community resilience (i.e., the ability to rebound, positively adapt to, or thrive amidst changing conditions or challenges, including natural disasters, and maintain quality of life, healthy growth, and economic vitality for present and future generations).

Freedom from Russian Energy Enterprise and Domestic Oil Maximization Act or the FREEDOM Act This bill directs the President to prohibit imports of crude oil, petroleum, petroleum products, and liquified natural gas from Russia. It also (1) authorizes the construction and operation of the TransCanada Keystone Pipeline to import oil from Canada into the United States, and (2) nullifies the Executive Order titled Tackling the Climate Crisis at Home and Abroad and signed January 27, 2021.

This resolution expresses that the House of Representatives affirms its support for equipping the Ukrainian Air Force with MiG-29 fighter aircraft and calls upon the President to support, pursue, and facilitate such transfers, including by way of approaches to replacing allied aircraft contributions with appropriate aircraft, in support of Ukrainian self-defense in cooperation with willing allied partners.

The resolution rejects and opposes giving Russia any sanctions exemption or waiver as a condition to any nuclear agreement with Iran. The resolution rejects and opposes any agreement that lifts sanctions on Iran and legitimizes the regime's illicit nuclear program amidst an International Atomic Energy Agency investigation into undeclared sites, facilities, and material in Iran. The resolution also reaffirms that any nuclear deal with Iran reached by the Biden administration without congressional approval or Senate ratification as a treaty is illegitimate; to take every legislative opportunity to overturn such an agreement; to restore every single sanction, restrictive measure, designation, waiver, or general license the Biden administration removes; and to limit the Biden administration's or any future administration's ability to issue waivers and licenses for Iran sanctions, designations, or restrictive measures.
